| Chinese traditional medicine is a unique strategic resource of our country,and its output directly affects the social development of our country.With China’s access to the WTO,Chinese herbal medicine go out of the country and popular throughout of the all world,the rapid growth of demand for Chinese herbal medicines,However,in recent years,due to the increase in grain purchase price,the farmers have switched to grain crops,resulting in the reduction of the planting area of medicinal herbs in the main producing areas of Chinese medicinal herbs.The rate of returning farmland to forests and non-agricultural land has reduced the land resources in China,A large number of rural labor force outflow caused serious "farmers shortage" problem,the supply of Chinese herbal medicines significantly reduced,China will face a serious lack of raw materials,the reality of herbs.,in order to improve the supply of Chinese herbal medicines to meets the needs,the government of China was emphasized on Chinese traditional medicine planting and production links to the gradually promote of supply side of the structural reform to enhance the Chinese herbal medicine Production capacity in the "Development of Chinese Medicine。"The thirteenth Five Years Plan",Central No.1 Document of 2017,"The Thirteenth Five Years Plan",but because of the reduce of agricultural acreage of China,and the agricultural technology progress is slow,at present only according to improve the yield production of Chinese traditional medicines to realize the reform of target.This study is based on the analysis of the basic cultivation situation of the Chuan Angelica on the basis of the economic efficiency of the experimental and technical efficiency of the foreign scholars.(1)This article uses the information from "The Suining statistical yearbook" to analyze the basic situation of the acreage,production and per unit area production changes and etc cases of the past years since 2000,and compares with other Angelica producing areas,the relative position.(2)This article bases on 267 samples of the field survey,uses the transcendental stochastic frontier production function model to calculate the technical efficiency of the plant grower in Suining Sichuan.(3)The technical efficiency loss function is used to analyze the factors influencing the technical efficiency of the plant grower in Suining Sichuan,mainly including 8 factors,it is the age of the growers,the education level of the head of household,the number of laborers,the growers’ training experience,the income of Angelica planting makes up the hole income of a family,Angelica’s planting area,weather and disaster condition,the farmers were included in the GAP base or not.Through the empirical analysis,this article gets the following conclusions:(1)Chuan Angelica growers have higher technical efficiency,if remove the useless part,there is still a lot of room to improvement.(2)By comparing the effects of manual input and capital investment on the yield of Chuan angelica,it is found out that the affect of artificial input is greater,and the planting of Angelica is still in the labor-intensive stage.(3)The technical efficiency of the growers is influence by the following four factors.It is the age of growers,number of training,the planting area of Angelica,The family was included in the Angelica GAP base or not.According to the above conclusions,this article puts forward the following proposals:First,optimize the planting environment of medicinal materials and attract the advance workforce;Second,actively organize medicine farmers to participate in training to improve the cultivation techniques;Third,accelerate the flow of Sichuan Angelica planted to expand the planting area of Chuan Angelica;Fourth,we promote construction of GAP to attract Chuan Angelica farmers. |
