Research On The Status,Problems And Countermeasures Of Land Resources Informatization Construction In Hohhot City

Government departments regard informatization as an important means to transform functions and serve the public.As an important part of the government,promoting the construction of land resources informatization is the necessary requirement of land management and the prerequisite of effective utilization of land resources.This paper takes the city of Hohhot as an example to obtain the status quo of its land and resources informatization construction through field investigation,on-site interview and questionnaire survey.According to the principles of systematicness,practicality,goal-oriented,scientific and dynamic,this paper selects 5 primary indicators,15 secondary indicators,and 32 tertiary indicators,and uses the Delphi method in the subjective empowerment method to determine the weights.The fuzzy-integrated evaluation method was used to comprehensively evaluate it,to find out the problems and root causes of the problems in the construction,and to propose ways and strategies to promote the construction of land and resources informatization.The results show that the Hohhot informationization of land and resources,in the "picture" core database construction and application,as well as the information infrastructure construction has made great achievements,but in the government affairs management information system and the comprehensive regulatory platform construction and application,the public service platform construction and application,to work as a whole and measures to promote informatization still exist some problems,Exist such as "information island" and "duplicate construction,construction of government affairs management information system is not complete,district and county level of the informatization construction lack of extension,comprehensive regulatory platform application does not reach the designated position,incomplete public service sharing platform construction,data security of land and resources is not comprehensive,lack of the system of land and resources informatization and informatization problems such as lack of professional talents.On this basis,this paper analyzes the main causes of many problems,mainly due to the lack of overall planning and top-level design,insufficient understanding of the importance of informatization,the lack of unified standards and sound system and institutional mechanism constraints.Combining theory and practice,put forward the strategies of the enhance the level of city and county land and resources informatization construction,such as the top design,attaches great importance to the informationization construction as a whole and changing management idea and information awareness,establishing the long-term operation of land and resources management system,improve the decision-making level,strengthening the advantages of cloud technology innovation-driven development and exploring the specific measures of informatization project operation and management mode of Hohhot.
