Chongqing's manufacturing industry is an important support for Chongqing's economic development.It has a huge impact on Chongqing's economic development?However,the current manufacturing industry in Chongqing is an extensive development model of high energy consumption and high pollution and it also has a huge impact on Chongqing's eco-environment.The report of the 19 th National Congress of the Communist Party of China clearly stated that "We need to raise total factor productivity and accelerate the building of an industrial system that promotes coordinated development of the real economy with technological innovation,modern finance,and human resources." As a key factor for measuring sustainable development,how total factor energy performance is,based on the existing production technology and environmental conditions.What is the performance of all-factor energy in the manufacturing industry in Chongqing? Which manufacturing industry's total factor energy performance is effective? Which manufacturing industry's total factor energy performance is relatively inefficient? Therefore,it is necessary to study the total factor energy performance of the manufacturing industry in Chongqing,and provide a basis for slowing the excessive consumption of energy in Chongqing's manufacturing industry,improving the total factor energy performance and making manufacturing industry in Chongqing to be the sustainable and healthy mode.The paper specifically studies from the following aspects.(1)Knowing the current situation of economy,energy consumption and carbon emissions in the manufacturing industry in ChongqingFirst,the literature research method is used to collect data on economic output,energy consumption and carbon emissions in the manufacturing industry in Chongqing.Recognising the current situation of the manufacturing industry in Chongqing from the perspectives of economic situation,energy consumption and carbon emissions,on the one hand,is of great for fully grasping the current situation and existing problems of the economy,energy consumption and carbon emissions of the manufacturing industry in Chongqing;The collection of data on economic,energy consumption and carbon emissions of manufacturing industry in Chongqing provides data support and lays the foundation for the study of total factor energy performance in Chongqing.(2)Selection of evaluation index and construction of evaluation model of total factor energy performance in manufacturing industry in ChongqingSecondly,according to the research purpose,the principle of selecting the total factor energy performance evaluation index is set and the existing research indicators are summarized in combination with the literature research method to construct the total factor energy performance evaluation index system of the manufacturing industry in Chongqing;On the basis of the evaluation index system,data envelopment analysis is selected as the evaluation method,and different DEA model such as the CCR model,SBM model,DDF model and NDDF model are compared.The NDDF model is selected as the manufacturing in Chongqing according to the applicability of various models.Based on the basic NDDF model,total factor energy performance evaluation model is built with considering meta-frontier and global set.In order to reflect the dynamic change of total factor energy performance of the manufacturing industry in Chongqing,combined with the Global Malmquist index and the Meta-frontier Malmquist index,the Malmquist total factor energy performance of the manufacturing industry in Chongqing is defined,and from the perspective of energy technology efficiency change,energy best practice gap ratio change and energy technology gap ratio change to explain the change of Malmquist total factor energy performance.(3)Empirical analysis and policy suggestions about total factor energy performance of manufacturing industry in ChongqingFinally,according to the constructed total factor energy performance evaluation index system of Chongqing manufacturing industry,relevant data is collected.Based on the data collection,the total factor energy performance evaluation model of Chongqing manufacturing industry is used to obtain the performance of total factor energy performance of Chongqing manufacturing industry.The research results show that the total factor energy performance of the manufacturing industry in Chongqing has improved,but the total factor energy performance difference among the manufacturing industries is obvious.The equipment manufacturing industry group has the total factor energy performance,the light manufacturing group is the second,and the raw material industry group is the third.Communication equipment computer and electronic equipment manufacturing,tobacco products industry,cultural and educational sporting goods manufacturing industry have the best total factor energy performance,while chemical raw materials and chemical products manufacturing,non-metallic mineral products,paper and paper products have the worst total factor energy performance.From the perspective of the dynamic change of the total factor energy performance of the manufacturing industry in Chongqing,it can be seen that the total factor energy performance of the manufacturing industry in Chongqing is increasing by 10.9% per year.The improvement of total factor energy performance is contributed by the improvement of energy technical efficiency change and energy best practice change.According to the performance of the total factor energy performance of the manufacturing industry in Chongqing,suggestions for improving the overall factor energy performance of the manufacturing industry in Chongqing are proposed.
