Since the reform and opening up,China's national economy has achieved sustained high-speed growth,and the contradiction between energy supply and demand has become increasingly tense.As an important input factor in economic activities,energy will be accompanied by the consumption of water resources.In this paper,the utilization of energy and water resources at the provincial level in China has been studied in many aspects,and the current situation of energy and water resources in China has been clarified.Based on the panel data of 29 provinces and cities in 2003-201 7,the SBM model of unexpected output has been applied to the utilization efficiency and water at the provincial level in China The efficiency of resource utilization is measured and evaluated.Then,based on the "resource curse" theory,combined with the panel regression model,the paper studies the impact of provincial resource endowment on utilization efficiency in China;finally,based on the energy utilization efficiency and water resource utilization efficiency,the paper analyzes the coupling relationship between them,and then comes to the policy recommendations for the coordinated development of energy resource and water resource utilization efficiency in different regions.Research shows:First,China's provincial energy utilization efficiency is low,and there is still a large space to improve from the front,and the regional differences are obvious.The energy utilization efficiency in the eastern part of China is the highest,followed by the central part,and the lowest in the western part.During the research period,China's energy use efficiency and each region has a relatively convergent trend,while the convergence in the eastern region is not obvious.Through the study of the impact of energy ownership on energy utilization efficiency,we can see that there is indeed a "resource curse" phenomenon at the provincial level in China.In the energy rich central and western regions,the energy utilization efficiency is low,while in the eastern coastal areas where the energy is relatively scarce,the energy utilization efficiency is high.Second,the efficiency of water resources utilization in China's provincial level also shows a trend of higher in the East and lower in the west,but the main factors affecting the efficiency of water resources utilization are both scale efficiency and pure technical efficiency.During the research period,the efficiency of water resources utilization in China,the East,the middle and the West has a trend of relative convergence.From the impact of water resources ownership on the efficiency of water resources utilization,we can see that the efficiency of water resources utilization in China is higher than that in the West The phenomenon of resource curse still exists in China's water resources.The utilization efficiency of water resources in areas with abundant water resources is relatively low,while that in areas with scarce water resources is relatively high.Third,China's energy use efficiency is closely related to water use efficiency,with a high degree of coupling,but a low degree of coupling coordination.The coupling coordination degree of energy utilization efficiency and water resource utilization efficiency is closely related to the level of economic development.The areas with better economic development level have better coordination of energy and water resources,and the areas with backward economy have poor coordination of energy and water resources.For regions with large amount of resources,the efficiency of resource utilization is low.We should strengthen the adjustment of industrial structure,change the mode of economic development,and actively develop relatively efficient and clean new energy.For regions with relatively scarce resources,we should actively introduce the latest resource development technology,give full play to the local advanced technology advantages,allocate industries with low resource consumption and high product added value,and promote the improvement of China's resource utilization efficiency.
