China has a vast territory and a large population,which is the most populous country in the world.At the same time,it is also a country seriously affected by natural disasters.According to statistics,a series of natural disasters,such as earthquakes,tsunamis,floods and droughts,have brought great harm to the national economy and the health and safety of people's property.Based on this background,how to reduce the casualties and economic losses caused by natural disasters is an urgent problem for us to study and solve.When natural disasters and emergencies come,it is necessary to be able to make rapid response to emergencies and start rescue programs.In the process of rescue,there will be a large number of materials transportation and circulation,such as medicine,food,etc.which need to be delivered to the disaster area accurately,quickly and efficiently.Because of the sudden and unpredictable nature of the disaster,the emergency logistics system is not stable.Once the emergency logistics distribution center fails due to the secondary disaster,it will have a serious impact on the operation of the emergency logistics system,resulting in huge economic losses.Therefore,it is of great significance to have an efficient and reasonable emergency logistics distribution system.The emergency logistics distribution center is the key of the emergency logistics distribution system.A safe,efficient and reasonable emergency logistics distribution system generally includes two parts:distribution center location and path planning.In this paper,a mathematical model aiming at the shortest rescue time is established,and the two-stage decision-making method is used to study the Location-Routing Problem of distribution center disruptions from the perspective of dealing with the risk of distribution center disruptions.Find a more stable emergency logistics distribution network when the emergency logistics distribution center has not failed to prevent the disruption risk of distribution center better.Under the condition of the maximum coverage of the emergency distribution center,the LRP optimization model considering the failure of the distribution center is established.Finally,a genetic algorithm program is programmed in Java language to solve the data of the related examples.The rationality of the model and the effectiveness of the genetic algorithm are proved by the analysis of the example results.
