On Distribution Center Location For Emergency Logistics In Earthquake Disaster

The most important thing in emergency logistics system is making a decision of the distribution center to ensure the adequate emergency supplies and timely rescue activities when the disaster occurred.As the emergency logistics distribution center,an optimal position can be not only to guarantee the timeliness of providing emergency supplies,to reduce the cost,but also to avoid damage on the center from secondary disasters.Currently,there are many research scholars are given researches about emergency location,but it's very fuzzy on the definition about the region.This paper is introduced the emergency logistics knowledge,the earthquake features,and the pool of emergency relief supplies status at home and abroad briefly,summarized many common location models,analyzed how to determine the emergency logistics center within a province from big to small.Firstly,the paper is considered the impact of emergency logistics distribution center of the macro-factors that the covering area,and the transport radius,traffic environment,used DEA/AHP to establish the system evaluation model to evaluate the merits of alternative cities;Secondly,based on depth to the micro level in the selected city,analysis of the target which concludes rapidity and ability and constraints which concludes meteorological,hydrological and national policy is used to establish a Multi-objective decision model of the optimal location in the city,the Generalized Lagrange Multiplier is used to figure out by constructing penalty functions.
