In recent years,China's port industry has developed rapidly,and new capacity has remained at a high level and has not been effectively digested.The problems caused by overcapacity and inefficiency are more serious.Ports can promote regional economic development,but at the same time,they inevitably consume large amounts of resources and have a large negative impact on the local environment.At present,China has advocated the construction of a "resource-saving and environment-friendly" port.To achieve sustainable development of port enterprises,reducing pollution is essential.Therefore,whether from the perspective of port operations or the sustainable development of ports,how to evaluate and improve port efficiency is crucial.First of all,through the literature review,this paper analyzes the research status of port efficiency evaluation,and introduces the theoretical basis of port efficiency evaluation.Secondly,by analyzing the influencing factors of port efficiency,a comprehensive port efficiency evaluation index system including energy inputs,labor inputs,asset inputs,desirable outputs and undesirable outputs is established.And open the "black box" of the port and divide its internal network structure into the production operation phase and the service realization phase.Energy inputs and undesirable outputs are considered in the production operation phase.The five types of port efficiency influencing factors together with the internal network structure of the port form a two-stage port efficiency evaluation index system,which realizes the enrichment and improvement of the existing theory.Then,based on the Network SBM model considering undesirable outputs,a two-stage port efficiency evaluation model that takes into account the internal structure of the port,the influence of the slacks,the energy inputs and the undesirable outputs is constructed.The model is used to measure the efficiency of Shanghai Port from 2008 to 2017.The evaluation results show that it is realistic and feasible to use this model to evaluate the port efficiency.At the same time,Shanghai Port should take the improving of the service realization efficiency,the saving of energy inputs and the controlling of carbon dioxide emissions as the focus of the next step.The research results indicate the direction for further improvement of efficiency in Shanghai Port,and can provide reference and guidance for the development of other ports.
