Since the reform and opening up,China’s economy has developed rapidly,but the quality of the atmospheric environment has continued to decline,which has caused serious impact on people’s lives.The gradual reduction and elimination of haze has be-come a major decision-making issue facing the Chinese government.Therefore,how to reasonably use the national coal resources,control the discharge of air contaminant and improve the efficiency of atmospheric environment have important practical signif-icance for improving the quality of atmospheric environment.This paper mainly explores and analyzes atmospheric environmental efficiency from two parts:(1)In order to respond to the national call for energy conservation and emission reduction,the extended GEEFDEA model of fixed coal input and fixed undesirable output is combined with Malmquist index.Firstly,the adjustment amount of coal and static efficiency of atmospheric environment in each province are calculat-ed,and then the changing trend and influencing factors of total factor productivity of atmospheric environment are analyzed from a dynamic perspective.Finally,the stat-ic efficiency of atmospheric environment and total factor productivity were combined to analyze the advantages and shortcomings of air pollution prevention and control in each province.(2)According to the complexity of haze pollutants,the internal sys-tem of the production process of air pollutants was opened,the2.5concentration was regarded as fixed-sum undesirable output,and a two-stage GEEFDEA-Malmquist index model was constructed to deeply analyze the overall efficiency of atmospher-ic environment and the causes of low efficiency.Through the decomposition of total factor productivity of the system and each stage,the root of productivity change of atmospheric environment system is further explored.The conclusions obtained from this paper are as follows:(1)Static efficiency of atmospheric environment and total factor productivity of atmospheric environment in different provinces and regions showed a certain positive correlation with economic level;(2)The production stage efficiency of air pollutants in most provinces is low-er than the treatment stage efficiency of air pollutants,and the first stage restricts the improvement of the atmospheric environment system efficiency;(3)Comparing the dy-namic performance of atmospheric environment between the single stage and the two stages,the decrease of technical efficiency index affects the improvement of total fac-tor productivity of atmospheric environment.The model constructed in this study can analyze the atmospheric environmental efficiency at the three levels of time and space,dynamic and static,and internal system,and the conclusions drawn can provide theo-retical basis and decision-making reference for the improvement of the current situation of the atmospheric environment in each province and each region,so as to formulate effective and comprehensive atmospheric control methods to reduce haze pollution and promote the improvement of the national atmospheric environment quality.
