Research On Performance Of Financial Science And Technology Investment In Tianjin

The status of science and technology in the national economy is becoming more and more important.Countries all over the world are constantly increasing investment in science and technology to ensure the sustainable development of science and technology.Science and technology investment is the premise and foundation of scientific and financial investment is the main force of science and technology investment.Therefore,the performance management of government financial science and technology investment has become a hot issue concermed by academic circles and government departments.Under the above background,this paper takes Tianjin as the research object and examines the performance of financial science and technology investment in Tianjin from 2007 to 2016,and evaluates the efficiency level of Tianjin from three aspects of direct output benefit,economic benefit and social benefit.The research data shows that since 2007,The scientific and technological output of Tianjin has been increasing,by 2017,The local finance of Tianjin has reached 11.599 billion yuan.The increasing investment of financial science and technology in Tianjin has also exposed some problems,which have seriously affected the performance development of financial science and technology investment,and it is imperative to solve these problems.This paper selects 2007-2016 years of Tianjin Financial science and technology input data as a research sample,and makes an empirical analysis of the level of financial science and technology investment performance in Tianjin.In this paper,the data Envelope analysis Method(DEA)is used to find that:(1)The comprehensive technology efficiency reaches 80%in the past ten years,and in general,Tianjin's financial investment in science and technology is relatively efficient.(2)Pure technology efficiency and scale efficiency did not reach an effective state in 2014 years,which may be due to the relatively small amount of scientific and technological inputs and the lower output before 2014.(3)Relaxation variables need to be improved in the year is also 2014,the emergence of R&D personnel into redundancy,may be due to Tianjin universities and scientific research institutions more,competing for resources led to the waste of resources and the decline in scientific research efficiency.From the problems found by empirical analysis,this paper believes that Tianjin can optimize the scale and structure of scientific and technological investment,and attach importance to the training and management of scientific and technological talents to optimize the performance level of financial science and technology investment in Tianjin.
