Coastal defense;is very important for national security.A demonstration project has been launched in the South China Sea.It uses coastal and sea surveillance radar,land-baseddetection radar,optoelectronics,AIS systems,ADS-B systems,meteorological instruments and other monitoring equipment to achieve offshore waters and remote islands The information collection and integration of the reef form a sea area situational awareness and marine environment observation information service.Due to the different types of sensors and devices involved in the entire system and different performances,in order to achieve the accuracy,real-time and robustness of the system,it is necessary to develop a management system for shore island observation equipment.Aiming at the basic requirements of the shore island observation equipment management and control system,the paper analyzes the characteristics and interfaces of the various observation equipment and sensors used,designs the data transmission and distribution format and equipment management process,and implements a set of shore island observation The equipment management and control system software is used in the demonstration project.At the same time,in view of the vulnerability of the radar antenna shaft and the multiple failures,the health assessment method of the radar antenna was studied.The shore island observation equipment management and control system is mainly composed of five modules:radar equipment management and control module,meteorological detection equipment management and control module,power supply system remote control module,other equipment management and control module,and database management and control module.According to the radar interface protocol package and parse the message,communicate with the information processing center,send radar control commands,and receive radar working status.Decode the received radar echo data to achieve echo display.Complete local and remote control of radar subsystems.According to the radar operator's functional requirements and the remote accusation terminal interface protocol,display the radar working status and BIT information.Display radar working status,BIT information.Receive and parse remote device status information messages.Receive and decode the information message of the remoteecho,and send the decoding result to the remote control server.Receive target information and environmental information,and forward it to information processing software.Send the processed packet to the ground-based command center,and receive the higher order.Record and query the working status information of weather data radar,UPS and other equipment in real time.This paper also proposes an improved BP neural network algorithm for the traditional BP neural network is easy to fall into the local optimal shortcomings,the output layer value and expected value related data as new information,feedback to the input layer,get an improved BP neural network algorithm.The concept of health degree is introduced on the basis of the neural network fitting function,and the health state evaluation algorithm is obtained.A health assessment method of radar antenna shaft was proposed.Simulation experiments were carried out under the MATLAB platform to obtain an improved BP neural network to calculate the shaft health.
