| As a major corn producing province in northern China,Inner Mongolia Autonomous Region proposed to study the impact of land scale management inInner Mongolia on corn production efficiency under the background of the formal adjustment of the temporary corn purchasing and storage policy to the"market acquisition and producer subsidy" mechanism.Through sorting out and analyzing the field survey data of corn farmers in 12 union cities in inner Mongolia autonomous region,the scale of maize planting in Inner Mongolia Autonomous Region was divided into three areas:land untransferred,land small area transferred and land large area transferred,to investigate the changes in technical efficiency of corn farmers in inner Mongolia autonomous region.By constructing stochastic frontier production function and efficiency loss function to analyze the factors that affect the technical efficiency,it provides theoretical and empirical basis for the improvement of corn production efficiency and the formulation of relevant policies in Inner Mongolia Autonomous Region.The results show that the average technical efficiency of the whole maize farmers in Inner Mongolia Autonomous Region is 77.29%,which is 22.71%lower than the frontier,indicating that there is still much room for improvement of the technical efficiency level.From different angles of land circulation,with the increase of farmers’ land transfer area and the expansion of planting scale,the technical efficiency of corn production shows an upward trend,but there is still a certain distance from the front of production function.Among the input-output variables,biochemical input has a negative effect on the technical efficiency of farmers whose land has not been transferred and farmers whose land has been transferred to a smaller area,and has a positive effect on the technical efficiency of farmers whose land has been transferred to a large area.Mechanical input has a positive impact on the technical efficiency of farmers of all sizes.The increase of sowing area will promote the improvement of technical efficiency with the expansion of the scale.Labor input has a positive effect on the technical efficiency of small-scale land transfer to farmers,but a negative effect on the technical efficiency of non-transferred land and large-scale land transfer to farmers.Among the factors that affect the technical efficiency of production,age will have a negative impact on the technical efficiency with the expansion of planting scale.The education level will become more and more obvious as the scale of operation expands.The state subsidy policy and agricultural technology training have played a positive role in the technical efficiency of farmers of all scales.With regard to the circulation of cultivated land,it is obviously proved in the empirical analysis that the circulation of cultivated land is conducive to large-scale management and will improve the technical efficiency of corn production.The situation of migrant workers has a negative effect on the technical efficiency of corn growers.Although migrant workers will increase household income,the lack of investment in agricultural management will still affect the improvement of technical efficiency.According to the results of research and analysis,this paper puts forward some suggestions,such as rational allocation of input-output structure,improvement of land transfer mechanism,active development of agricultural technology training,optimization of regional planting structure,extension of technological innovation and application,etc.In order to improve production efficiency through large-scale management of maize planting in Inner Mongolia. |
