In the face of a new round of industrial revolution,China should further implement the innovation driven development strategy,develop green and low-carbon technology,so as to maintain sustained and healthy economic growth.The Yangtze River economic belt is an important region for the overall development of the country,as the "dragon waist" of the Yangtze River economic belt,Hunan Province will actively promote the economic and social development of the Yangtze River economic belt if it makes full efforts in the "waist".Since the 12 th Five Year Plan,the level of scientific and technological innovation in Hunan Province has been greatly improved,and environmental protection has also been emphasized.Green innovation activities have achieved certain results.However,compared with the eastern cities,there is a certain gap,the efficiency of regional green innovation is not high,and there is also an imbalance between regions.Based on the relevant theories and literature review of regional green innovation,firstly,the SBM model of unexpected output is used to measure the efficiency of green innovation in Hunan Province from 2009 to 2018 based on environmental pollution and comprehensive energy consumption output,and then the cluster analysis method is used to divide it into four groups for cluster analysis;secondly,the Malmquist index model is used for dynamic analysis of the efficiency of green innovation,and then the Tobit model is used to analyze the impact factors of the efficiency of green innovation in Hunan Province Prime.Through empirical research,the following conclusions are obtained:First,the green innovation efficiency of all cities(prefectures)in Hunan Province has been steadily improved with a good development trend,but the overall green innovation efficiency value is not high.The efficiencyvalue of all cities(prefectures)has a large discrete type.Cluster analysis results show that the areas with high efficiency value are concentrated in the northeast of Hunan Province.Second,the regional total factor productivity of all cities(prefectures)in Hunan Province is basically on the rise.The improvement of total factor productivity is mainly due to the improvement of technical efficiency,but the speed of technological progress is more and more slow.Refinement and specialization are the development trend of green innovation.Thirdly,environmental regulation,industrial structure,regional openness and government funding have played a positive role in promoting regional green innovation efficiency,and education level has a negative impact on it.According to the research conclusion,the author puts forward the following policy suggestions: First,we should give full play to the government's strategic guiding role,increase environmental regulation.Second,in combination with regional resource endowment and development status,we should adopt differentiated policies to guide the coordinated development of all regions,strengthen regional exchanges and cooperation,improve the spatial relevance of all regions in Hunan Province.Third,the whole society should form an external macro environment conducive to the improvement of technological innovation efficiency.Enterprises should enhance the efficiency of technological research and development and the level of achievement transformation.Fourth,optimize the allocation structure of scientific research personnel,improve the education level of scientific research personnel.Fifth,we should promote the optimization and upgrading of industrial structure,develop high-tech industries.
