Research On The Path Of Deepening Reform Of Geological Exploration Institutions In Henan Province

Mineral resources are a very important material foundation on which human society depends for its existence and are also one of the lifeblood of economic development.Geological exploration institutions as the vanguard of economic development have provided mineral resources guarantee for the establishment of China’s independent industrial system.Especially in the 40 years of reform and opening up,the geological exploration industry has achieved fruitful results.After the Third Plenary Session of the 11 th CPC Central Committee,due to the reform and opening up,the geological prospecting industry has also embarked on the reform work,reshuffling the geological team to make it more professional.At the same time,the geological work deployment has been adjusted to realize coexistence of multiple operations and implement the economic responsibility system.Since the 1990 s,the national investment system has undergone earth-shaking changes and geological work is also facing many difficulties.For the purpose of survival,the state-owned geological exploration team has responded to the national call to open a chapter of entrepreneurship,not only providing the country with tight mineral resources,but also involving in geological service industry and the market has been greatly expanded.However,an analysis of the details of the reform and development of the geological prospecting industry shows that more and more deep-seated contradictions and problems have emerged in geological prospecting institutions after the 21 st century which have severely constrained and hindered their development and innovation.Especially since the 18 th National Congress of the Communist Party of China,facing a series of new demands and new measures from the central government,new economic normality and new situations in the geological prospecting industry at home and abroad,the deformed form and malpractice of geological prospecting institutions "wearing business hats and taking enterprise paths" have become particularly prominent and it is imperative to deepen thereform in an all-round way.Henan Province is located in the hinterland of the Central Plains and is rich in mineral resources.It is one of the earliest provinces to carry out geological prospecting work.Henan’s state-owned geological prospecting units have always adhered to the spirit of "three glories and four particularities" in the 40-year reform tide of the national geological prospecting industry,actively explored and bravely practiced,but there are still many problems such as early start,inadequate reform and slow progress and the old system has left many difficulties.These problems are mixed and intertwined which result in the system becoming more and more complex and the industrial structure difficult to realize transformation and upgrading.In the face of the new requirements of the new era of the country,under the strategy of "beautiful Henan" in the central plains economic zone,the reform and transformation of geological exploration institutions in Henan has also entered the "deep water zone" and "crucial area".Therefore,it is necessary to scientifically and effectively formulate its path of deepening reform.This paper analyzes in depth the stages of the reform and development of geological prospecting units and their national conditions,the provincial situation and the new situation,opportunities and challenges faced by the development of the geological prospecting industry,thus revealing the necessity of the reform of geological prospecting institutions in Henan.At the same time,taking the current reform period of Y Bureau of Geology and Mineral Resources of Henan Province as an example,this paper makes an in-depth analysis of the existing problems and reasons in the reform of geological exploration institutions in Henan Province by using the methods of literature research,case analysis and comparative analysis to give some enlightenment to the reform direction and measures.This paper hopes that through this exploration,it can not only put forward useful suggestions for the reform of geological exploration institutions in Henan to effectively promote the geological cause in Henan to further highlight the tight encirclement,show outstanding elegant demeanour,radiate new vitality and realize the transformation and upgrading of the reform.It can also give full play to the basic role of geological work and its professional and technical advantages,implement the green development concept of "green water and green mountains are golden hills and silver mountains",conform to the new situation of the construction of the Central Plains Economic Zone,open up a win-win way to protect the ecological environment and ensure the supply of resources,and promote economic development and realize the improvement of people’s livelihood with more extensive and better quality geological services.
