The unified confirmation and registration of natural resources ownerships is a basic work to clarify the ownerships and contents of natural resources assets.It is also an important measure to promote the modernization of the ecological environment management system and governance capabilities and accelerate the comprehensive,coordinated and sustainable development of the economy and society.At present,there are few systematic researches on the unified confirmation and registration of natural resources ownerships,most of which remain in the interpretation of the policy level.In this study,the desert wetland at Suzhou district of Jiuquan city,the alpine wetland at Luqu county of Gannan tibetan autonomous prefecture and all natural elements at Sunan county of Zhangye city in Gansu province were taken as examples.Using multi-source remote sensing data to interpret and extract the boundary of natural resources and the changes in recent years,investigate and verify the natural conditions and ownership conditions of natural resources,divide registration units,make registration books and register the appended drawings,and carry out the unified confirmation and registration in the real estate unified registration information platform.Therefore,this research can provide a reference and method for the unified confirmation and registration of natural resources ownerships.The main conclusions are as follows:(1)The registration units of natural resources were divided to determine the registration scope and boundary,to clarify the basic information such as the quantity,quality,area and public control of the natural resources within the registration scope,to ascertain the ownership and usufruct information of various types of natural resources,to register the basic and ownership information of natural resources with accompanying appended drawings and establish database information.Finally,on the basis of the real estate information platform to achieve the integration of real estate registration and natural resources registration,and to realize the exchange and sharing of resource information in the relevant departments.(2)The main wetland types were river wetland and marsh wetland in the desert wetland pilot zone of Suzhou district.The registration unit area accounted for 4% of the Suzhou district area,while the wetland area accounted for 98% and 92% of the area of registration unit and state-owned land,respectively.In the alpine wetland pilot zone of Luqu county,the main wetland types were lake wetland,river wetland,marsh wetland and artificial wetland,among which the marsh wetland area occupied 94.4% of the total wetland area,mainly distributed in the around Gahai lake.Grassland degradation existed within the wetland,and the wetlands in the registration unit were all state-owned land.As a pilot zone for all elements of natural resources,there were 6 types of natural resources in Sunan section of the Qilian Mountain National Nature Reserve.Grassland,forest,mountain,water resources,beach and wasteland area accounted for 80.1%,12.8%,3.8%,2.5%,0.8% and 0.1% of the total natural resources area,respectively.(3)It is difficult to define some natural resource boundaries in the process of confirmation and registration of natural resources ownerships,so the ecological function and management demand should be considered synthetically.When there is overlapping or dispute of ownership in some regions,it should be solved in the principle of facing the current situation and respecting history,and the high and new technologies should be fully applied to ensure the accuracy of the investigation.
