This paper establishes a super-efficient SBM model with undesired outputs,based on the input and output data of 30 provinces from 2006 to 2016,evaluates and analyzes China's provincial environmental efficiency and its redundancy,and uses the Malmquist-Luenberger index and Global Malmquist-Luenberger index to analyze the dynamic changes of provincial environmental efficiency,and then explore the dynamic evolution of environmental efficiency in time and space by analyzing its dynamic distribution,and finally pass the convergence test Exploring the changes in environmental efficiency differences and the role of related influencing factors.The research shows that the environmental efficiency of China's provinces is spatially high in the east and low in the west,and it is decreasing year by year.In the case of the rate of change of input and output redundancy,the central,western and northeast regions are resources.Inefficient,but the three regions have different redundancy rates in different resource inputs.From the perspective of dynamic analysis,although the environmental efficiency ML and GML indices are generally on the rise,only the eastern region shows an overall increase in technological progress,while in other regions,technological progress declines.In terms of dynamic distribution,the nuclear density method finds that the environmental efficiency has two convergence centers and the environmental efficiency decreases with time.The Markov chain method mainly shows that the relative efficiency of the environmental efficiency is generally stable,with “stickiness” and also through space Markov chain method explores the effects of environmental efficiency in surrounding provinces and cities on the relative stability and mobility of environmental efficiency.In terms of convergence,the overall rejection of the existence of absolute ?convergence is basically significant,that is,the overall environmental efficiency does not automatically narrow the gap,and the sub-region has obvious absolute?convergence,considering the space factor,it has absolute space.?convergence;in the general condition?convergence and the spatial condition?convergence problem,only the northeast region shows the dispersion,but in the case of considering the dynamic space,it all shows convergence.Later,the paper also performs the club according to its spatial agglomeration type.Convergence test,the results show that only HL agglomeration(ie,high environmental efficiency provinces and cities surrounded by low environmental efficiency)is divergent.In addition,some control variables are introduced in the conditional?convergence to explore its effect on environmental efficiency,and a series of conclusions including the positive effect of per capita GDP and the negative negative effect of the secondary industry on the eastern environmental efficiency are obtained.Finally,based on the results of efficiency evaluation and related research conclusions,some suggestions for improving environmental efficiency are proposed,such as implementing an ecological civilization assessment system,establishing a coordinated environmental pollution system,optimizing economic growth patterns,and promoting industrial and foreign capital restructuring.
