At present,with the acceleration of Chinese urbanization process,cities and towns continue to spread from the center to the surrounding areas.The development and management of residential land has become the primary content of urban population absorption and economic development.However,in the process of high-speed urban development,there has been a problem of inefficient use of residential land that has been extensively expanded by newly-increased land and that the internal stock land potential has not been released.As economic development enters a new normal,the concept of development focusing on quality growth has prompted society to start paying attention to the potential of land,and the practice of shifting from"incremental development"to"stock operation"has taken the lead in many coastal cities.Under this background,in order to realize the effective use of low-efficiency residential land in cities and towns,this paper uses GIS to study the redevelopment strategy of residential land in the main urban area of Hongta District on the basis of combining regional reality.On the basis of reading literature,this paper combines with relevant government documents to clarify the concept of urban inefficient residential land and the connotation of inefficient residential land redevelopment.Based on the Land Intensive Use Evaluation Work Manual,the overall intensive use evaluation system of Hongta District was constructed,and the index weights and ideal values were determined using Delphi method and planning target value method.Finally,the overall intensive degree result of Hongta District was 66.07,indicating that the utilization intensity of land in Hongta District is at a low level,and there is more room for land potential improvement.Based on the quantitative evaluation results of intensive use of land at the macro level,further in-depth research was conducted to analyze the land use level of residential areas,and the land use level of 109 residential areas was studied within the central urban area of Hongta District.Utilize GIS to calculate six index values such as floor area ratio,building density and land price realization level of each residential area,and build an evaluation system for the analysis of the land use level of the residential area on the basis of the six indexes.Both the analysis of individual indicators and the results of comprehensive evaluation indicate that there are obvious regional differences in land use in the urban area of Hongta District.The level of residential land use presents a gradual decrease from the urban core to the periphery.Next the comprehensive evaluation results are divided into three levels,then use GIS to extract residential areas that were at medium and low utilization levels and that are not in line with the plan,and calculate their scale potential and unit land economic potential.The results show that the scale potential allowed by the plan is 990 hectares and the economic potential of unit land is 545.29 yuan/m~2,which indicates that the redevelopment of residential land in Hongta District has great potential and has good economic benefits for redevelopment.Based on the results of potential analysis,combined with the actual situation,the types of residential land that can be redeveloped are vacant land,old communities,old towns and urban villages.Combined with the old city renewal plan of Yuxi City and drawing on existing practice cases,the time series,methods and models of the redevelopment of various types of inefficient residential land were analyzed to form a redevelopment strategy of inefficient residential land in Hongta District.Finally,this paper hopes to provide a theoretical and methodological reference for the research on low-efficiency residential land redevelopment in other regions through the case study of Hongta District in Yuxi City,and further enrich the theory and case studies of low-efficiency land redevelopment in western China.
