Land and non renewable fossil energy are not only the material basis for human survival,but also the material guarantee for the sustainable development of cities.At present,urbanization process and urban land expansion is accelerating in China.Land resources have been an important demand for urban development,and the process of land use has gradually produced problems of low efficiency and environmental constraints.In the process of carbon emission exploration,it is found that the carbon dioxide produced when human beings are engaged in production activities to burn fossil minerals for energy,and the carbon dioxide released in the process of land-use transformation,which are the important reasons for impeding the sustainable development in cities.Because a large number of "greenhouse gases" are accumulating in the atmosphere,the urban temperature is rising rapidly,and the urban heat island effect appears in many areas.The resulting greenhouse effect,natural disasters and other problems have seriously threatened the survival and reproduction of global species.Therefore,it is of great significance to explore the correlation of carbon emission from land use and urban land use efficiency,which contribute to promote the healthy development of urban with low carbon emission,to explore urban ecological construction and to improve urban land use efficiency.This paper takes 12 cities in Inner Mongolia and 2011-2018 as the research area and interval,and constructs the urban land use efficiency index system of 12 cities.Based on the principle of variable returns to scale and minimization of input,the three-stage SBM-DEA model is used to measure the urban land use efficiency in 12 cities,and the projection analysis method is used to project the non DEA effective cities in the front of production to adjust the input and output factors quantitatively.According to the method of carbon emission conversion coefficient,the direct and indirect calculation models are used to calculate and analyze the carbon emission of land use types in Inner Mongolia.Then,the changes of carbon emission intensity are calculated and analyzed in combination with theeconomic development of each city.Finally,according to the calculation results of urban land use efficiency,land carbon emission and carbon emission intensity,the gray correlation model is used to analyze the correlation between urban land use efficiency and land carbon emission and carbon emission intensity,so as to explore the low carbon promotion mode and land low-carbon layout of urban land use efficiency.The results show that the urban land use efficiency of 12 cities in Inner Mongolia has been overall upward trend since 2011.Meanwhile,it was restricted by the development level of the secondary and tertiary industries and the level of urbanization.Hulunbuir City,Xing'an League,Tongliao City and Bayannur City still failed to reach the effective state of DEA,so it is necessary to adjust the input and output factors quantitatively according to the projection analysis results.The correlation analysis of urban land use efficiency and carbon emission intensity shows that 12 cities in Inner Mongolia were in a high level of correlation.Further measuring the correlation between urban land use efficiency and carbon emission of land use,we found that carbon emission of construction land is the main factor affecting the correlation between urban land use efficiency and carbon emission intensity.At the same time,Wuhai City,Ulanchab city and Bayannur City have low correlation,and their urban land use efficiency is mainly related to carbon emission of water area,grassland and plantation with carbon sink effect.
