Water conservation area,which is known as water conservation function area or water conservation ecological function conservation area,is an important area which reflects ecosystem services.It has a great significance of the regional runoff supply,slowing down flood,water storage and other aspects.The domestic and foreign research on the ecological security was reviewed and the early warning theory was introduced from warning content,warning principle,warning type and warning method.As case study,the water conservation area of Hebei Luan River Basin was defined and analyzed,and the environmental problems existing in the study area were discussed,based on the concept of the water conservation area and the reseach of ecological zoning plan.Combining with environmental problems of water conservation area specific situation,the early warning indicator system was built based on the Pressure-State-Response(PSR)framework model and construction principles.The index weight was determined by AHP and the ecological security alert status was analyzed and evaluated by the model of the fuzzy comprehensive evaluation.The water conservation area ecological security early warning was predicted by the model of the GM(1,1)gray prediction,and the countermeasures was proposed according to the specific conditions of water conservation area.The results are shown as follows:1)Water conservation area of Hebei Luan River Basin includes the districts of Chengde City Districts,Chengde County,Longhua County,Luanping County,Xinglong County,Pingquan County,Weichang Manchu and Mongolian County,Fengning Manchu Autonomous County,Kuancheng Manchu Autonomous County,Guyuan County of Zhangjiakou City,Qianxi County of Tangshan City,Qinglong Manchu Autonomous County of Qinhuangdao City.2)From 2003 to 2012,the ecological security early warning indexes of each region showed an upward trend.Weichang Manchu and Mongolian County warning level is not changed,belonging to the light level.The ecological security level of the other 11 regions has decreased: the warning level of Qinglong County,Longhua County decreased from moderate level to the early warning;the warning level of Chengde County,Xinglong County decreased from mild level to the early warning;while the warning level of the other regions decreased from moderate alert to light level.3)From 2013 to 2020,the ecological security early warning index shows an apparently upward trend in Hebei Luan River Basin water conservation area,the early warning level of Qinglong Manchu Autonomous County reaches the level of no alarm in the first place in 2017.Except that the Pingquan County and Guyuan County belong to the early warning level,the other regions belong to the level of no alarm in 2020.4)The countermeasures was proposed according to the specific conditions of water conservation area:(1)Control the growth of population and improve the quality of the population;(2)Strengthen the controlling and management of the water pollution;(3)Strengthen the conservation of water and soil;(4)Exploit and utilize water resources reasonably;(5)Develop circular and characteristic economy;(6)Construct and improve the mechanism of regional ecological compensation;(7)Strengthen the people' awareness of ecological environment security.
