| Rural China is undergoing a transition from tradition to modernity.The idea of "urban and rural integration" accelerates the transformation of the dual system of urban and rural areas.The "new rural construction" project accelerate the process of rural modernization,and makes people's material life a great leap forward.The "beautiful countryside" points to the rural civilization construction wave of the five integrated layouts in economic,political,cultural,social,ecological construction of the country.With a rapid development in GDP and a high speed in the rural economy,the deterioration of rural environment trends have affected most farmer's normal life,like garbage around the village,water pollution,the "desolation" in spirit,which may be serious impediment to the pace of the new rural construction.So,there is no time for us to have comprehensive improvement of rural environment.As a leader in the improvement,government need to complete the legal system improve the mechanism and perfect the system,exercise right correctly,and play an important role in organization,publicity and financial functions,and then expand the environment improvement to the vast rural areas.This paper is based on the background of new rural construction,analyzes the standardization for the government function to perform,and combed the measures taken by the government to solve the problem of rural environment.At the same time,it points out the problems are still presented in rural environment management.From the rural environment comprehensive improvement in Zhoucun which aimed to create ecological civilization in rural,it composes the thought of comprehensive improvement of agriculture environment in Zhoucun.As well,it analyzes the basic principles,the focus,and the safeguard measures of government and the problems also reasons existed in the rural environment comprehensive improvement,then bring forward opinions and suggestions for the future work. |
