Research Of The Environmental Supervision And Law Enforcement System Reform In Chongqing Municipal

On September 14,2016,the General Office of the CPC Central Committee and the General Office of the State Council issued guidelines on the vertical management reform of the environmental monitoring,supervision and the law-enforcement agencies under provincial level,in accordance with the central government,the Chongqing municipality took the lead in carrying out the vertical management reform in December.The recent reform has great and far-reaching influence on the environmental management in the future,the problem I am trying to solve in this paper is what are the problems and how to improve the system reform?This paper takes the reform of environmental supervision and law enforcement system in Chongqing Municipality as the object of study,combines with the experience of the relevant reform work in Chongqing and the basic statistics of the environmental protection system,use the methods of literature research and survey research,tries to provide alternative answers to the relationship between the reform of the environmental supervision and law enforcement system and the governance system and the modernization of governance capability from the perspective of public management.This paper attempts to answer the question,in the process of operation of environmental supervision and law enforcement system in Chongqing Municipality,what are the outstanding problems,what factors will affect the system operation,how to further promote the system reform.Based on the research questions,this paper begins with the logical framework of realistic description,reason explanation and countermeasure suggestion.It is found that there are some problems in the current environmental supervision and enforcement system,such as the restriction of organizational structure,the unequal power and responsibility,and the difficulty of coordination.The choice of further deepening reform is as follows:frist,we should strengthen the vertical management of the environmental supervision and law enforcement agencies,raise the specifications of environmental supervision,and strengthen the grassroots environmental administrative law enforcement agencies and law enforcement capacity,to meet the actual needs of environmental management.Secondly,we should balance the power and responsibility,rationally divide the responsibility for environmental protection,rationally formulate the functions of environmental supervision and law enforcement,and ensure the scientific,rational and procedural standards of supervision and accountability.Finally,we should improve the operation mode,to ensure that the environmental monitoring agencies play a coordinating role,strengthen environmental supervision and law enforcement linkage between internal and external precision,strengthen the powers of supervision,form the institutional inertia of government and departments to take the initiative to perform environmental protection duties.For the first time,the reform has set up environmental supervision institutions and environmental law enforcement agencies respectively,related research is still blank,and the reform experience of Chongqing has a certain reference significance for other provinces.The impacts of my obtained results are provide a useful reference for further improving the vertical management system of environmental supervision and law enforcement.
