Existence Question And Countermeasure Research Of Air Pollution Control In Henan Province

The atmosphere is the source to live for all living beings on earth.With the rapid development of society,it generated atmospheric pollution when the carrying capacity of the atmospheric environment has been overburdened by the pollutants emitted during human beings’ production and living.In recent years,the haze weather on a large scale which was always occurring in the northern China,caused widespread public concern,and has become a hot topic in public opinion.Meanwhile,Henan Province has been strengthening the improvement of air pollution control,and conducting more strict atmospheric environmental management.However the production of society,citizens’ life and people’s health have been seriously affected by the low quality of atmospheric environment which was difficult to improve because of the continuously increasing amount of industrial exhaust gas,vehicle exhaust gas and dust pollution caused by rapid development of urbanization.Therefore,in order to improve atmospheric environment quality,protect people’s health and keep a sustainable development of economy and society,it is of great significance to analyze the present controlling work of air pollution,the existing problems and the causes of these problems,and to study the policies and suggestions of the atmospheric environment management in Henan Province.From the aspect of public management,based on the feature of air pollution control of Henan Province,this paper,taking the air pollution control of Henan Province as the research object,will discuss the present situation and effect about management of air pollution control of Henan Province.The theory basis of this paper will be the synergy governance theory,and it will take the methods of literature analysis,questionnaire,and interviewing.At present,the existing problems of controlling work of air pollution in Henan Province are as following: the insufficiency of the local government’s executive power,the less strong joint force of pollution control in various regions,the lack of controlling capacity of air pollutant emission,and the weak awareness of public participation in environmental control.The causes of these problems may be as following: the concept of ecological civilization has not been firmly established;the mechanism and organization system of synergy governance of air pollution is not completed;the countermeasures to deal with air pollution are not effective;and the mechanism of public participation guided by government is not completed.Based on all these points mentioned above,this paper will put forward some countermeasures and suggestions for further optimizing the ability of air pollution control of Henan Province.In order to form the joint participation pattern of the whole society and achieve the goal of improving atmosphere quality,a systematic measure must be taken from the following aspects: deepening the idea of ecological civilization,establishing and perfecting the mechanism of air pollution control,strengthening the control measures of atmospheric pollutant emission and achieving a full participation of the public.
