Research On The Reception-transport-disposal Technology Of The Ships Pollutant In Chongqing Port

The protection and prevention of aquatic ecology are of great significance to promoting the economic and social development of our country.Based on the systematic analysis of the status quo of ship pollutants formation,disposal and transit in Chongqing Port,in accordance with the spirit of the document "Implementation Plan of Special Actions for Ship and Port Pollution Prevention and Control(2015-2020)" issued by the Ministry of Transport,"Atmosphere ten" on the port ship pollution disposal measures specific requirements,this paper puts forward the Chongqing port ship pollution receiving,transit and disposal of construction programs and safeguard measures.Specifically,the main contents of this paper and the research results obtained are as follows:(1)Based on the analysis of the economic and social development of Chongqing Port,the qualitative and quantitative prediction method was used to predict the amount of passengers and cargoes in Chongqing Port.On the basis of this,the paper analyzed and proposed the ship pollutants Ships contain oily wastewater,domestic sewage,ship garbage,chemicals,ship washings and other projections.That is,Chongqing Port will generate 607,800 tons of oily wastewater,3,688,800 tons of domestic sewage,25,650 tons of marine garbage and 31,400 tons of chemical tank washings in 2020 for ships in Chongqing.(2)Proposed the construction scheme of receiving,transferring and disposing of pollutants from ships in Chongqing Port by researching,and gave suggestions on the scale of infrastructure for disposal of pollutants from ships.The use of qualified units for ship pollutants centralized reception,transshipment ashore and professional disposal of the program;for port pollutants using port business to receive,a qualified unit transshipment and centralized disposal program.And put forward the construction scale of ship pollutant disposal infrastructure,that is,the annual domestic sewage,oily sewage,ship garbage and tank wash water receiving and transporting capacity will reach 3,979,200 tons / year,674,300 tons / year and 276,800 tons by 2020 respectively / Year,4.00 tons / year.(3)On the basis of the above analysis,put forward the management and operation mode of "government leading + market leading,comprehensive prevention and control + closed-loop supervision" and corresponding safeguard measures.
