China's industrial economic development depends on high energy consumption for a long time.Now industrial development is under the double pressure of economic benefit and low carbon benefit.The government has made different policies to promote the development of low carbon industry.However,whether low-carbon policy tools can promote industrial carbon emissions as expected remains to be seen.Technological upgrading requires costs for the industrial sector.It is also unknown whether it will contribute to the development of low-carbon in the industrial sector.Based on the Environment Kuznets Curve,Porter Hypothesis,Pollution Haven Hypothesis and so on,this paper synthesizes the current research situation of carbon emissions at home and abroad.The following innovative research work has been done on the relationship between low-carbon policy instruments,technological innovation and industrial carbon emissions in China:(1)Using content analysis method to analyze 92 low carbon policy texts issued by provincial government departments,found that the low carbon policies of provinces and cities focus on directive and incentive policies,and the lack of participatory policies is serious;The policy instrument is dominated by meeting the demand of industrial enterprises,and the normative demand and market demand are less.(2)Regional technological innovation is measured by Undesirable SBM model,and regional differences are found.From the time dimension,the technological innovation of provinces and cities increased in the period of 1997-2015.The number of provinces and cities with effective technical efficiency basically maintained a stable state.From the regional point of view,the efficiency of technological innovation in eastern provinces and cities is higher than that in central and western provinces.(3)Based on the statistical data from 1997 to 2015,a Spatial Durbin Model including low-carbon policy instruments,technological innovation and carbon emissions is constructed.On the basis of confirming the spatial correlation of industrial carbon emissions in China,the empirical analysis shows that directive policy instruments have a negative correlation with carbon emissions,and incentive policy instruments can effectively reduce industrial carbon emissions.Based on the above empirical research,the following conclusions can be drawn:(1)There is a structural imbalance in the existing low-carbon policy instruments,less participatory policies,and industrial enterprise norms and market needs have not been met.(2)The impact of different types of policy instruments on industrial carbon emissions is geographically different.Directive policy tools and incentive policy tools can help to reduce carbon emissions.(3)Technological innovation has a certain inhibitory effect on industrial carbon emissions.The following policy suggestions are put forward:(1)When making low carbon policy,we should give full play to the advantages of different types of policy tools,effectively realize the effect of low carbon policy tools,and consider providing the support of standardized and market-oriented policies for enterprises.At the same time,we promote the public participation policy tools and technological innovation,and promote the "public participation effect" of this kind of regulation on technological innovation by providing public participation regulatory policy tools.
