The Study On The Effect Of Sewage Charge On Urban Sewage Treatment In China

Since reform and opening up,China has a long-term high economic growth,however,the great material wealth growth also with the excessive consumption of resources,environmental pollution problems such as growing condition,which makes the environment is increasingly becoming a scarce resource.Less water resources per capita is an important characteristic of China;s resource environment.The quality and capacity of the launching environment under the extensive economic growth model are not optimistic.In the 12th five-year plan,China has clearly proposed the establishment and improvement of the polluter payment system.It is an important part of the party to develop the modern growth model of harmonious coexistence between man and nature,and we should firmly implement the concept of innovative,coordinated,green,open and shared development.In the process of urban sewage discharge,sewage treatment fee and sewage discharge fee are respectively levied for sewage treatment and pollutant discharge equivalent.However,there are some problems in the collection of sewage treatment fee and sewage discharge fee,which violates the polluter pays principle and makes the optimization effect of sewage charge on resource allocation completely ineffective.Therefore,it is the key to analyze the existing problems in the current system implementation and explore the ways to perfect the system.By means of field investigation,the author studies the sewage treatment fee and sewage discharge fee respectively.Take the relationship between the sewage treatment plant operating costs and the sewage charge in Chang Chun as the research object.The inverted amount between the processing costs and fees are the environmental bonus that the enterprises and residents got.And the author also found the insufficient processing cost parts by the city' s public fiscal subsidies and other issues.Taking enterprise A as the research object of sewage discharge fees,the real pollutant emissions are calculated according to the actual operation conditions and other data.It points out that there are some problems at the enterprise level,such as illegal emission,lax government supervision and inadequate implementation of pollutant discharge permit system.This part of sewage treatment cost that the enterprise should bear but did not bear is the environmental bonus that the enterprise got.The existence of environmental dividend violates the polluter pays principle,which is a concentrated reflection of the polluter transferring the external cost of polluting environment to the society and reducing the private cost.Finally,the author takes the existing pollution charge of the cost of information asymmetry,low levy standard,government regulation is lax,such problems as incomplete discharge permit system to make a summary,put forward the suggestions such as strengthen supervision,improving sewage disposal levy standard,and the full implementation of discharge permit system.The development of water resources in our country is on the verge of limit.In the process of sewage treatment,we should reduce the pollutant emission from the source through economic stimulus and price.Therefore,it is of practical significance for the sustainable development of the water environment to carry out the research on the urban sewage treatment under the sewage charging system.
