Application Of Polluter Pays Principle In Wastewater Treatment

Through nearly forty years of reform and opening-up efforts,China has made great achievements in economy,the total amount of GDP in China is growing,but behind the continuous economic growth of our country's environmental situation is still not optimistic.At the moment,China's water pollution situation is grim,emissions of industrial enterprises is still serious,industrial enterprises seize the era of environmental dividends is not over.Based on the analysis of a large amount of reading the relevant literature,empirical analysis,based on Environmental Economics and environmental policy analysis theory,respectively from the theoretical analysis and empirical research on China's sewage treatment cost and the actual cost of collection are analyzed,and puts forward some suggestions for the reform of the sewage treatment.In this paper,the polluter pays principle,externality,and material balance theory in sewage,governance and data analysis and so on,focuses on the following contents: analysis of this aspect of the theory of the first,through the interpretation of the polluter pay principle,the pollution and pollution.A clear definition,so as to pave the way for the following analysis.Second,on the framework of the relevant costs,this paper constructs the framework of the environmental cost of water resources and the framework of the sewage treatment cost.By constructing the frame of cost of water resources and environment,the construction of statistical analysis of China's industrial sector fails to pay the environmental costs accounted for the proportion of gross industrial output value based on water balance model,which reveals the truth behind the present wastewater discharge data;sewage treatment cost for the frame,according to the actual cost for all the sewage treatment plant sewage treatment the investment and construction,the formation of this cost framework provides data support for the later the sewage treatment fee,sewage collection fee standards comparison.Third,in the construction of relevant cost framework,this paper mainly through the analysis of the cost of wastewater treatment and sewage charges levied standards of each industry in each area to determine whether the appropriate sewage collection standards;based on the analysis of the 140 sewage treatment mechanism of governance cost,and on the basis of full cost pricing method considering the sewage treatment in China reasonable pricing standard fee collection.Fourth,according to the above analysis,this paper raises the problem to the standard,and puts forward some suggestions from the aspects of policy system,standards and environmental supervision.The main conclusions of this study are as follows:First,there are many problems in policy making.First of all,based on the introduction of the polluter pays principle,the pollution and pollution are defined,and that the wastewater discharge standards should be set,receiving water environment quality deterioration based on but our current wastewater discharge standards are lagging behind,in the face of the current type,wastewater discharge and pollutant concentration and diversification form,low emission standard makes even discharge will cause pollution.Secondly,we studied some of the industrial wastewater treatment cost and sewage collection standards,analysis of different regions in different industries industry sewage treatment costs should be performed in different different sewage collection standards,but most areas have a unified implementation of emission standards,this policy will be unreasonable.Second,sewage charges,sewage treatment fees do not follow the polluter pays principle.First of all,on the basis of relevant industrial wastewater discharge data by calculating the water balance model,found that some industries especially industrial output high heavy industry there are many wastewater treatment emissions and emissions of non-compliance,the environmental cost of unpaid accounts for a higher proportion of the total output value of the industry,the results showed that on the one hand contrary to the polluter pays principle,on the other hand,to cover up its rely on environmental profit essence.Second,according to the polluter pay principle should be based on full cost pricing for the sewage treatment fees,the total cost for sewage treatment is to pay all the amount of cost,therefore,based on the 140 sewage treatment plant operating costs were calculated,through calculation and analysis,the current pricing standard of sewage can not the processing fee to meet the operation of sewage treatment plants,and even can not meet the running costs of sewage treatment institutions,so there are government subsidies,is a serious violation of the polluter pays principle.Third,the quality of the drainage function to achieve the goal of water quality standards should no longer be levied sewage charges,but according to the "sewage charges levied on the use of management regulations" is to rowThird,the environmental supervision and information statistics exist certain problems,based on the calculation formula of the sewage charges,sewage charges from 2004 to 2014 to estimate the payable and paid number were compared,through the analysis of the data found in each year will be paid less than the minimum required,which indicates the existence of the nationwide situation,need to supervise the sewage and strengthen the management of statistical work.Finally,this paper puts forward some policy recommendations:(1)modify and improve the relevant laws and regulations,and gradually improve the emission standards.The relevant departments should clearly define the objectives of the policy,should be based on different industries in different regions set different emission standards.(2)adhere to the polluter pays principle is not shaken,for sewage charges,sewage treatment fee collection standards should be given the full cost,the government should not subsidize the sewage treatment institutions.(3)to strengthen environmental supervision,information statistics,to ensure no leakage check any sewage companies,to ensure relevant fees levied due taxes.
