In recent years,our country vigorously promote marine economy development strategy,shipping industry to maintain steady development,with the improvement of intelligence,automation and transportation technology of ship.Oil,natural gas,flammable and explosive for large transport by ship.At the same time,with the global climate change,extreme weather events are increasingly frequent,such as earthquake,tsunami,typhoon,which brings great threat to the safety of the ship and the port warehouse.On the other hand,due to improper port management,the chemicals leakage and fire and explosion accidents happen occasionally,which caused by improper port management and human factors.At present,the ports on the preparation of port contingency plans in response to the above events,which most stay in guiding stage,lack of technical support and specific solutions,the embarrassing reality lead to port managers in emergencies will still need to rely on their own experience to judge the situation and make decisions.In order to deal this problem,this article based on the port emergencies as the background and let the ship as the research object,considering the risk of ship and prevent the secondary accidents and reduce losses,analyzing the vessel traffic characteristics of port,determine the flow in different evacuation order scheme under the condition of unconventional,based on the combination of port waters of vessel traffic characteristics is established based on the entropy value method of ship's emergency evacuation model,provide a reference for emergency plans formulated by the competent authority of maritime port.First of all,in this paper the factors of influencing ship under emergency evacuation are analyzed and summarized,can be divided into the hydrological and meteorological conditions,the channel condition,berth,ship condition and accident harm,and according to the emergency evacuation principles of establishing indexes to determine the ship evacuation evaluation index system.Secondly,by analyzing the research status at home and abroad,for using entropy value method to the feasibility of the emergency evacuation order detailed analysis of the ship.And on the basis of ship evacuation evaluation index system is established based on the entropy value method of emergency emergency evacuation model of the ship.Finally,according to the Modelling entropy method of evaluation mode,to explore the evacuation traffic flow characteristics,in order to study the evacuation order changes to theoverall effect of the evacuation process.Taking tianjin port taku bar harbor area as an example,verify the model of scientific rationality,for maritime authority provide scientific reference for emergency evacuation decision-making.
