Study On Public Participation Of Environmental Governance In China

Traditional "Top To Down" environmental management system is difficult to solve the serious ecological environmental problems in China,The industrial pollution following with rapid economic development has been a serious threat to the health of people.The new environmental pattern established by the 19th report in which the government is the leading factor,the enterprise is the main body,and the social organizations and the public participate,emphasized the importance of public participation in environmental governance.In view of this,this paper studied the public participation in China's new environmental governance system.Firstly,the theoretical basis of public participation in environmental governance was analyzed and studied as follows:(1)Explained the relevant concepts of environmental protection public participation;(2)Explained the participation motivation and role orientation of the three main media,communities and people involved in environmental governance of the public;(3)Analyzed the three significance of public participation in environmental governance in China.The public participation in the new state will be conducive to the people's democracy,public participation with other environmental management means to complement each other,is more advantageous to achieve the goals of environment,public participation is an effective way of realizing environmental fair.Then,this paper studies the influence of public participation on China's environmental governance.The Pollution Information Transparency Index(PITI)released by environmental NGOs in 2008 shall be natural experiment:(1)The PSM double difference method is used to estimate the emission discrepancy of three main industrial pollutant-industrial SO2,industrial waste water,and industrial dust-of treatment and control cities before and after the experiment.The results showed that the release of PITI can reduce the emissions of industrial SO2 and industrial waste water,public participation can promote urban pollution reduction;(2)Calculated the environmental technology efficiency value of 280 cities in our country based on directional distance function,The double difference PSM method was used again to test the difference of environmental technology efficiency between treatment group and control group before and after the experiment,the results showed that the release of PITI significantly improved the efficiency of the treatment group of city environmental technology,and mainly influenced environmental technical efficiency of the east,the central region of the urban significantly.The above results show that public participation can promote environmental governance in China by exerting pressure on local governments.At the same time,this paper studied the influence factors of Chinese public participation in environmental governance.First of all,theoretical assumptions on the influence factors of public participation in environmental governance was carried.And then,provincial panel data of China's environmental letters and visits in 1995-2014 was used,the influence factors of public participation in environmental governance was tested based on the fixed effects model.The study found that industrial pollution emissions,regional economic development level,per capita income and industrial structure are the main factors influencing the public participation,and the intensity of public environmental governance level of education and government does not significantly affect public participation.Finally,this paper discussed the role of three forces of public participation-media,community and people-in promoting the environmental governance in China,and the public participation was brought into the "government-enterprise-the public" trilateral governance system,the propulsion mechanism of public participation in environmental governance in China was built.
