Carbon emissions are both environmental and development issues.At present,the academic community is more in favor of reducing the carbon emission method is to promote the upgrading of industrial structure,and gradually reducing the proportion of heavy industry in the economic structure,vigorously developing the modern service industry and high-tech industry,promoting technological progress and the development and utilization of new energy.Compared with the industry,the tertiary industry,especially the modern service industry is not only energy consumption and pollutant emissions is relatively low,but also the main window to absorb the employment population since the reform and opening up.However,in the existing literature,few scholars put the modern service industry and carbon emissions under the same framework for theoretical and empirical research,Ignoring the modern service industry,especially the producer service industry useing the agglomeration externalities to form multiple emission reduction mechanisms for industrial production.Therefore,based on the existing research,this paper will explore the deep reasons and the inherent mechanism of the spatial agglomeration of producer services to promote industrial low carbon emission reduction,In order to promote energy conservation and emission reduction,to build a"beautiful China" and "low-carbon society" to provide new methods and ideas.The theoretical research shows that the agglomeration of producer services can promote the industrial emission reduction from the four paths of labor "reservoir" effect,economies of scale effect,knowledge spillover effect,industrial structural upgrade.Then,this article uses statistical software to compile,organize and analyze the data collected,estimated and summarized the location quotient index of spatial agglomeration of producer services and carbon emission intensity index,And showing its state in the form of a graph.Further,This paper takes producer services specialization agglomeration and diversification agglomeration as the main explanatory variables,using provincial panel data from 30 provinces in 1999-2014,adopting feasible generalized least squares estimation(panel FGLS)empirically test the combined effects of producer services specialization agglomeration and diversification agglomeration on industrial carbon emissions.The results showed that:in the national level specialized agglomeration can contribute to the promotion of carbon emission reduction;and diversified agglomeration promotes the increase of carbon emissions.Sub-regional level specialization and diversification agglomeration only contribute to the reduction of carbon emissions in the central region,the effect is not obvious in the eastern and western regions.Further,the sub-sectors level of the test results show that,six of the productive service industry,only the specialized agglomeration of electricity gas supply and wholesale and retail industry has significantly promoted the reduction of carbon emission;Science and technology services and geological survey of the specialization of agglomeration and diversified agglomeration indicators are not significant,but the symbol to show its promotion;the diversification of the other five industries significantly contributes to the increase in carbon emissions.Analysis found that the production of services and the manufacturing industry does not match the scale,low degree of integration is an effective mechanism to reduce emissions of the main reasons can not form.Therefore,the current focus of the Government's efforts to achieve coordinated development of the industrial structure on the basis of the reasonable proportion and depth integration,promoting energy conservation and emissions reduction by industrial agglomeration effect,to achieve a low carbon economy development.
