Research On The Influence Of Industrial Agglomeration On Environmental Efficiency

Since the reform and opening up,China's industrial economy maintains a rapid growth as a whole,and it has become a leading power in promoting the development of the national economy.But at the same time we should also see,because of industrial rough development,a series of problems such as waste of resources,environmental pollution,and ecological destruction have become increasingly severe,which seriously restrict the healthy and sustainable development of China's industrial economy.In this background,the development of industrial ecology has become an inevitable choice for the future development of China's industry.Therefore,timely changing the traditional evaluation model of industrial production efficiency,using ?environmental efficiency? that also considers economic,social,and environmental benefits evaluates and analyzes the development of industrial,which has important practical significance for the development of industrial ecology and the sustainable development of China's whole economy.Based on this,this paper studies the environmental efficiency,and based on the traditional input-output model,adding industrial energy consumption as input and industrial sulfur dioxide emissions as output,and then adopts a directional distance function that considers unintended output to measure the environmental efficiency and it was found that the environmental efficiency in the eastern part of China was the highest,followed by the middle and lowest in the west.This paper also starts from the environmental externalities of industrial agglomeration,distinguishes between specialized and diversified agglomeration(corresponding to Marshall externalities and Jacobs externalities),discusses the impact of different agglomeration modes on environmental efficiency,and concludes that specialized agglomeration has a positive effect on environmental efficiency through intermediate products,labor sharing,scale effect of pollution control,knowledge and technology spillover effects.Diversified agglomeration has a positive effect on environmental efficiency through labor risk sharing,innovation chain effect,and circular economy effects.Under the two agglomeration modes,with the continuous expansion of the agglomeration scale,crowding effects may occur,and the lock-in effect of specialized agglomeration,the expansion of irrelevant diversified agglomeration,that all have a negative effect on environmental efficiency.Next,the paper uses the panel data of 23 industrial industries in 30 provinces in China from 2005 to 2015,this paper empirically tests the relationship between specialized,diversified agglomeration and environmental efficiency,and concludes that,specialized agglomeration and diversified agglomeration levels show an inverted ?U? relationship with the environmental efficiency.That is,environmental efficiency will rise first and then decrease with the increase of industrial specialization and diversification.The R&D investment,economic development level,and FDI will have a significant effect on environmental efficiency.Industrial structure characteristics have a negative impact on environmental efficiency.The paper also uses the single factor environmental efficiency index to replace the full factor environmental efficiency of the text to perform robustness test,and the results are consistent with the basic model.The empirical analysis is carried out in different regions,too,in which the specialized,diversified agglomeration and environmental efficiency of the central and western regions are inverted "U" relationship.The east and the northeast area also has this tendency,but the result is not significant.Through theoretical and empirical analysis,we have come to the conclusion that industrial agglomerations in various provinces should adapt to local conditions and adjust them to appropriate conditions,select suitable agglomeration modes and agglomeration scales,give full play to the positive effects of specialization and diversified agglomeration,and avoid the appearance of negative effects,then the improvement of environmental efficiency will increase,the organic unity of regional economic benefits,social benefits and environmental benefits will realize.
