Study Of Management Measures For BOT Mode In Sewage Treatment Project Of Industrial Parks In Jiangxi Province

With the expansion of industrial parks,how to control the pollution of industrial sewage has became the focus of the development of industrial parks.For a long time,sewage services have been provided by the government,which has restricted the development of sewage treatment industry.Along with market-oriented reform of public utilities deepening,the BOT mode(Build-Operate-Transfer)has became one of common and effective means in sewage treatment industry.Considered to the high pressure of public investments,the Government of Jiangxi Province introduced BOT mode into the industry of industrial sewage treatment in order to improve regional environment and promote development of industrial parks,and selected China Energy Conservation and Environmental Protection Group as the BOT project company.Firstly,by introducing the concept,characteristics and basic theories of BOT mode,comparing BOT mode with the traditional government investment mode,BT mode and PPP mode,I think BOT mode might be the most appropriate way to bulid and operate sewage treatment projects of industrial parks,which could ease the government's financial burden,reduce the financial investment and improve the efficiency of project construction and operation.Secondly,the status of construction and operation management of industrial sewage treatment facilities,and the main existing problems are analyzed.Finally,based on the successful experiences of domestic and foreign related cases,and the theories of public administration and marketization of public utilities,I put forward corresponding improvement measures and suggestions,in order to provide reference for the government decision-making in the application of BOT mode in sewage treatment project of industrial parks in Jiangxi Province.
