Investigationg Of Status Of Beijing Rural Sewage Treatment Facilities&Research On Operation Management Measures

Beijing had started to carry out rural sewage treatment since the year 2000;however,due to the unclear base number,insufficient capital investment and high supervision difficulty,the operating ratio of rural sewage facilities is low;thus,much untreated or substandard rural sewage was discharged into rivers or permeated into underground directly,which caused pollution and generated serious influence on surroundings as well as production and life of rural residents.In order to solve the problems in the operation and management of Beijing rural sewage treatment facilities,it is in urgent need to implement research on operation and management of Beijing rural sewage treatment facilities based on understanding status,and guarantee the safe and stable operation of facilities.The main missions and research conclusions of this article can be concluded to the following aspects:1.Carried out on-site investigation on the water discharging characteristic of rural areas in Beijing,analyzed quality as well as quantity of rural sewage,residents' family water usage and water discharging rules;implemented rural sewage discharging characteristic investigation;conducted suitability analysis of the treatment effect and construction operating cost of typical rural sewage treatment facilities in Beijing.The research results showed that,the rural sewage in Beijing mostly was domestic wastewater in low concentration,but water quality appeared obvious difference in time and space since the water quality in winter was better than that in summer.The five types of typical process such as MBR were all applicable to the rural sewage treatment in different areas in Beijing.Constructed wetlands and MBR were suitable for the rural areas with smaller sewage quantity;MBR process was available for the rural areas with higher effluent requirement and professional management team.AO,A2O and contact oxidation process were applicable to rural areas with large sewage water quantity and professional management team.A20 was preferential for higher requirement for nitrogen and phosphorus removal.2.Investigated the status of construction,management and operation of Beijing rural sewage treatment facilities.By means of issuing general investigation form,and organizing two-stage water administrative departments to hold forum,the operation status and management situation of construction,management and operation of Beijing rural sewage treatment facilities.The following conclusions were obtains:There were 3 ways to collect sewage,collected by wastewater treatment plant;colleted by rural sewage treatment;collected by decentralized wastewater treat.There are 1071 rural sewage treatment facilities in Beijing at 63%of operating ratio.The investigation found that,rural sewage treatment facilities lack unified planning,construction management means,capital,professional operation and maintenance group and effective supervisory measures.3.Based on the issues above,the suitability management measures were proposed on the premise of preliminarily judging the development direction of Beijing rural sewage treatment.The research conclusion was that,in order to guarantee the construction quality and stable operation of Beijing rural sewage treatment facilities,the management measures were proposed from six aspects,including planning and construction.With respect to planning,various water administrative departments shall achieve unified planning;in the aspect of construction,it is necessary to advance marketization construction mode,and establish "three checks"assessment mechanism of controlling design,construction and acceptance strictly;as for capital raising,it is required to set up operating expenditure investment and financing system of "government leadership,villagers participation and social support" so as to operate subsidy policy innovatively;in respect of operation,it is needed to promote professional and standardized operation,establish and perfect daily as well as emergency reporting institution;in management mechanism,the most important is to define the responsibility of each department,improve supervision organization,innovate management mode,introduce management method,reinforce execution,and strengthen social participation;as to information management,it is essential to intensify online supervision of rural sewage treatment facilities and put up informatization platform.4.Sketched the management modes of Beijing sewage treatment facilities.The planning management,construction management and operating supervision management in this article were all embodied in Planning Compilation of Pinggu Rural Sewage Treatment Facilities,Third-party Evaluation of Tongzhou Sewage Treatment Facilities and Professionalized Operation of Miyun Rural Sewage Treatment Facilities,which effectively advanced sewage treatment planning,construction and operating supervision in local rural areas.
