Research On Charge Pricing Method Of Municipal Solid Waste Based On Multi-objective Model

Municipal Solid waste(MSW)charge pricing is the basis of the charging.Scientific formulating price not only can improve the rate of charging to reduce fiscal expenditure,but also can control the amount of MSW through influencing the affordability of residents.Scholars has extensively concerned about the issue of MSW charge pricing.Some scholars also consider several influence factors when studying the MSW charge pricing,while fail to state the choice basis of influence factors,influence degree,these influence factors how to affect the charge pricing.In the same time,management target of the MSW charge pricing is ignored.This,in turn,will make MSW charge pricing model exist certain limitation in the practical application.The MSW charging price is restricted by many factors,such as the cost of various government policies,the processing cost of various kinds of MSW in different treatment plants,and the capacity of residents.In addition,when refer to MSW charging price,we can't consider all the factors.The MSW charging price is determined by several key factors.Therefore,how to determine the main factors that influence the MSW charging price and how to charge pricing on account of these key factors are vital to our study.This thesis is guided by the theory of MSW charge pricing.We analyze the influence factors from six aspects,including the government,the MSW treatment plant,the urban residents,the MSW,the economic and technological environment,the political and legal environment.We then describe which factors made up of the above-mentioned six aspects and discuss each factor respectively how to affect the MSW charge pricing.And these key Influence factors that influence the MSW charge pricing are obtained by using the Structural Equation Model.This paper quantifies these key influence factors as constraint variables and employ three objectives including social benefits,enterprise benefits and resident benefits as objective functions based on the Multi-objective Model theory.Combing these important factors with the Multi-objective Planning Method aims to build Multi-objective Model of the MSW charge pricing.We employ the MATLAB Software to compute the value of chare pricing.Then we utilize the relevant data in Beijing to probe into the applicability under the Multi-objective Model of the MSW charge pricing.Finally,this thesis puts forward the relevant policy recommendations for the effective implementation of the Multi-objective Model for MSW.We comprehensively consider the key factors that effect on the MSW charge pricing and the relationship that exist in the urban resident,the MSW treatment plant,social benefit to establish the Multi-objective Model of the MSW charge pricing.Multi-objective Model of the MSW charge pricing,under the premise of considering the key factors affecting,seek the equilibrium point among maximal social benefits,maximal enterprise benefits,maximal resident benefits,so as to come at the optimal price.This will be conducive to guarantee the overall social welfare and safeguard the well development of waste disposal plant.This also can provide reference for the charge pricing of municipal solid waste.
