County Party And Government Leaders Study On Optimization Of Mechanism Of Ecological Damage Liability Investigation

In recent years,the party and the state have attached great importance to the construction of ecological civilization.In the third Plenary Session of the 18th CPC Central Committee,the Party pointed out that we should closely focus on the construction of beautiful China,deepen the structural reform of ecological civilization,and accelerate the establishment of an ecological civilization system.This guiding ideology deepens the strategic layout of the "five in one",and always puts the construction of ecological civilization with economic,political,social and cultural construction at the same height,and takes the construction of ecological civilization as an important part of the comprehensive deepening of the reform.In 2015,the office of the Central Committee of the Communist Party of China and the office of the State Council issued the document entitled "the investigation of the responsibility for the ecological environmental damage of leading cadres of the party and the government"(Trial Implementation).For the first time,it made systematic arrangements for the accountability of the leading cadres of the party and government.The accountability of the leading cadres of the party and government,as a new form and new way of the administrative accountability system and the official accountability system,is to promote the administrative accountability system and the official accountability system by constantly strengthening the legalization of the accountability of the ecological damage responsibility of the leading cadres of the party and government,innovating the accountability mechanism,widening the scope and object of accountability and strengthening the sense of accountability and so on.The perfect development is of great significance for promoting the construction of ecological civilization and deepening the reform of China’s administrative system.On the macro background of the awareness of global ecological environmental protection and the implementation of the strategy of ecological environmental protection in China,on the basis of defining the relevant concepts of the accountability mechanism for the ecological damage of the party and government cadres at the county level as far as possible,the paper discusses the theory of ecological civilization,the theory of environmental governance and the principle of principal agent to the leadership of the party and government.The theoretical guiding significance of the optimization of the accountability mechanism for the responsibility for ecological damage is given.Through the inquiry and analysis of relevant data,the overall cognition of the development process of the mechanism for the investigation of the responsibility for ecological damage of the party and government cadres at the county level is obtained,and the 6 typical cases of destroying the ecological environment responsibility under the county level are discussed as the breakthrough point,and the preliminary combing is made.The achievements of the responsibility investigation of the ecological damage of the party and government cadres at the county level have been made in the aspects of mechanism innovation,the scope of accountability and the enlargement of the subject,and the enhancement of the awareness of accountability.In addition,it is pointed out that the accountability of the party and government cadres in the county of our country is not effective in the effectiveness of the allogenic accountability,and the cultural consciousness of the cadres’ accountability is low.At the same time,we try to explore the responsibility of the ecological damage of the leading cadres of the party and government in the county area from the three angles of the absence of the legal level of the accountability mechanism of ecological damage responsibility,the weakness of the consciousness level and the insufficiency of the management level.The deep reasons for the defects in the mechanism.In the end,we put forward some multilevel and multiangle countermeasures,such as reconstructing the cultural mechanism of ecological accountability,the mechanism of accountability operation and further improving the mechanism of ecological responsibility investigation,in order to provide an effective reference for the optimization of the accountability mechanism for the ecological damage of the party and government cadres at the county level.
