Research On Government Ecological Achievements Assessment Mechanism Optimization Under The Horizon Of Ecological Civilization

Dominated by the “economy-centric” idea, our country focuses government achievements assessment on the level of economy, rapid economic growth means good government achievements, resulting into receipt of honor or promotion of relevant leaders. This “GDP dominant” government achievements assessment mechanism, however, while causing rapid economic development, also leads to occurrence of partial achievements conception, ecological environment crisis and highlighting of contradict between human and the nature. With increasing focus on ecological environment, our country pushes construction and development of ecological civilization gradually, with ecology-related content increasing gradually in the responsibility system of local government. Unlike traditional assessment mechanism partially emphasizing economic development, neglecting ecological environment, ecological achievements assessment mechanism includes ecological governance, ecological protection, and ecological management into the scope of assessment, emphasizing coordinated development of economic growth and environmental protection, being a new assessment mechanism adapting to current new situation and context. In recent years, in the context of ecological civilization construction, our country made much exploration to ecological government achievements assessment mechanism, carrying out ecological achievements assessment mechanism practice in Hainan province, Guiyang City, Changsha County, etc. Although certain achievement, experience and lesson were obtained in theory and practice, there are still problems such as unscientific assessment dynamic mechanism, unsound assessment guarantee mechanism and unreasonable aspects in assessment mechanism. Whether or not to perfectly resolve these problems is the key to perfect ecological achievements assessment mechanism, and push forward ecological civilization construction. Combining problems and experience of development, this paper suggests to perfect government achievements assessment mechanism and push healthy development of ecological civilization construction by strengthening construction of government ecological performance assessment dynamic mechanism, perfecting government ecological achievements assessment operation mechanism, innovating government ecological performance assessment result application mechanism, building up government ecological performance assessment guarantee mechanism, etc.
