Study On Ecological Compensation Standard Of Xiangjiang River Basin Based On Ecological Footprint Method

With the rapid development of China's economy,Watersheds are increasingly dependent on the ecological environment.The pressure on the ecological environment has become greater.The Xiangjiang River Basin is located in the province of Hunan Province and is known as the “Mother River of the Hunan People”.due to its natural and unique resource advantages.However,the Xiangjiang River Basin was used by enterprises and residents along the line to over-exploit production and life,water resources were polluted,the water environment was seriously damaged,and the long-term unreasonable industrial layout,heavy metal history,“debts” and other factors caused by pollution problems,It not only brought great pressure on the ecological environment of the Xiangjiang River Basin,but also caused negative impact on the production and life of the upstream and downstream people and caused a certain degree of economic losses.Protecting the ecological environment of the Xiangjiang River has become a consensus.It is extremely urgent to construct an ecological compensation mechanism for the Xiangjiang River Basin.Therefore,this article refers to related literature research and collects data,collates and analyzes the theory and experience of basin ecological compensation at home and abroad in recent years,adopts ecological footprint analysis method to calculate the ecological compensation standard of the basin,so as to combine research and empirical analysis.The study concluded that the ecological compensation standards for the Xiangjiang River basin were determined:Zhuzhou,Yueyang,Hengyang,Changsha,Xiangtan and Yongzhou respectively required payment of 4.48924,0.41187,0.23443,0.21927,0.03832,and 0.03055 billion yuan in ecological compensation.The total amount of payments is greater than the total amount obtained,indicating that the supply of ecosystem services in the Xiangjiang River Basin is less than supply,and the costs for environmental protection and treatment still need to be obtained.Based on the above research,this paper gives policy suggestions for quantifying ecological compensation in the Xiangjiang River basin from the policy level,economic level and technical level.At the policy level,it is necessary to establish a comprehensive basin ecological compensation mechanism and strengthen the government's management role in the implementation of the compensation mechanism;at the economic level,broaden the sources of ecological compensation funds and try financial compensation methods;at the technical level,increase environmental protection public opinion propaganda In order to establish a sound research system for ecological compensation standards.
