Study On Ecological Compensation Mechanism Of Water Resources In Xiangjiang River Basin From The Perspective Of Regional Public Governance

With the high-speed development of economy, the environmental pressure of resource doubles. For decades, the excessive exploitation and utilization of Xiang-Jiang River, the serious destruction of the vegetation, and huge amounts of the soil and water loss have brought immeasurable social influences and huge economic losses to the people who are living along Xiang-Jiang River Basin. To protect the water resources of Xiang-Jiang "Mother-River" has become a common voice, and to establish the Xiang-Jiang River Basin eco-compensation mechanism has become the common desire.In light of on-the-spot investigation and literature at home and aboard,this text has carried on preliminary research of the setting-up of the Xiang-Jiang River Basin Eco-compensation Mechanism. A systematic review of Xiang-Jiang River Basin Eco-compensation is presented and key factors on establishing Eco-compensation Mechanism are discussed. This article also proposed some new viewpoint such as the establishment Eco-compensation joint conference system, the introduction inter-provincial water quality cross section connection standard, the talents exchange is also the compensation way, the introduction community participation, eco-compensation is unified with farmer and so on.There are five chapters in this paper. Some issues such as background, objective and significance are introduced in Chapter1.Chapter 2 consists of relevant concepts and theoretical analysis, explained the concepts and principles of eco-compensation. The chapter 3 is the core part of this paper, The analysis of the adverse effects on the ecological environment caused by environmental pollution and water pollution in Xiang-Jiang River basin in the range, and pointed out the necessity of the establishment of eco-compensation mechanism of the Xiang-Jiang Basin.Several eco-compensation mechanism application cases are described in Chapter4. Advantages and disadvantages of eco-compensation mechanism models presented in these cases are discussed. In Chapters 5, The construction of all-round and suitable for the Xiang-Jiang River Basin eco-compensation mechanism.
