Research On Classification And Implementation Of Municipal Solid Waste In China From The Perspective Of Smith Model

Classification of municipal solid waste is an important part of modern urban construction.Beijing has always been at the forefront of China in the classification of domestic waste,but there are still many problems in the implementation of the classification policy of domestic waste.This paper takes Smith's policy implementation process model as the theoretical framework,and systematically analyzes the problems and interactions in the implementation process of the T-street domestic waste classification policy in Xicheng District of Beijing from four perspectives:idealized policies,executive agencies,target groups,and external environment.The legal system for the classification of domestic garbage in Beijing and Xicheng District is not well-established,and the policy implementation is poor.There is still a gap under the established management system.In the process of implementation,pilot communities basically collect,transport,and process classifieds,but there are problems such as lack of implementation,presence of management gaps,and implementation deviations,ambiguous policy attitudes of executives,and difficulty in monitoring new types of recyclable waste disposal channels.As a target group,residents lack understanding of the policy.Residents have a positive understanding of the classification of domestic waste,and are also willing to participate in the classification of domestic waste.The level of knowledge related to the classification of domestic waste is low.In the implementation of the classification of municipal solid waste,residents showed a deviation between perceptual perception and rational perception,and they lacked the fundamental motivation to implement the classification of municipal solid waste.In the new era of building the capital's ecological civilization and "a world-class city of harmony and livability",the classification and handling of urban municipal solid waste in Beijing put forward higher requirements,and it also caused certain implementation pressure on policy enforcement agencies.However,the lack of effective supervision mechanisms,penalties,or incentive mechanisms has,to some extent,negatively affected the classification of domestic waste.This article analyzes the ways in which idealized policies,implementing agencies,target groups,and external environments interact with each other in the classification of household waste,and puts forward corresponding recommendations.
