Research On The Influencing Factors And Effect Improvement Of The Implementation Of The Municipal Solid Waste Classification Policy In L District Of Chongqing

Public policy is an important means to achieve public governance and the supply of public goods.Policy implementation is the process of transforming policy objectives into policy reality,and is the central link of public policy.The effect of policy implementation determines whether policy issues can be effectively resolved and policy objectives can be successfully achieved.The waste classification policy is formulated and implemented based on Chinese actual national conditions and citizens' needs for the ecological environment.The effect of its implementation directly affects the living environment of residents,and it also tests the government's policy implementation ability.District L of Chongqing has been implementing the waste classification policy for more than six years.There are both perseverance and confusion.This paper is based on the comprehensive model of Mazmanian-Sabatier's policy implementation,from three perspectives: the characteristics of policy issues,the factors of the policy itself,and the factors outside the policy.Combined with the actual situation of the implementation of the waste classification policy,constructed the analysis framework of this paper.This paper reviews and summarizes the results of Chongqing's waste classification policy in the past ten years.It uses questionnaire surveys and semi-structured interviews to interview residents,administrative workers,cleaners and other subjects,and explores the implementation of waste classification in Chongqing's L District.At present,the L District has established a relatively complete waste classification process,and has achieved fruitful results.But at the same time,there are many problems such as superficial propaganda work,insufficient enforcement,insufficient classification facilities,and lack of external supervision mechanisms.Using the comprehensive model of Mazmanian-Sabatier's policy implementation to discuss the influencing factors of the implementation of waste classification policy in detail,it is found that the factors that affect the implementation of the garbage classification policy in the L District are diverse.It is closely related to the characteristics of the target group,policy adaptability,operability,regulation and input resources,as well as the cooperation of citizens,supervision mechanism,operation system,execution environment and other factors.It also puts forward suggestions for improvement from the three aspects of guiding the target group,improving the policy itself and optimizing the implementation environment,in order to provide some inspiration for the implementation of the garbage classification policy in the L District.
