Research On The Effects Of Local Fiscal Expenditure On Environmental Governance

In recent years,China's solid waste pollution,water pollution,air pollution and other environmental problems have become normalized,the environmental problems are small enough to endanger people's health and safety,big enough to hinder the steady and rapid growth of our economy.In response,starting from the basic national conditions,our country has definitely proposed the major decision to speed up the construction of a resource-saving and environment-friendly society.While promoting environmental protection in promoting economic development,the governance of environmental pollution will become the governments' primary task,and financial expenditure is a powerful guarantee for the government to govern the environment.Studies confirm that,compared with the central government,local governments play a central role in the current environmental pollution governance system,local fiscal expenditure on environmental protection can ensure the stability and effectiveness of pollution control work.This paper expounds the theoretical basis for the local government governing the environmental pollution from the three aspects of public product theory,fiscal decentralization theory and kuznets curve theory.In this paper,descriptive analysis is made on the statistical data of fiscal expenditure on environmental protection in 31 provinces(municipalities and autonomous regions)in our country,the local fiscal expenditure on environmental protection is added to the environmental kuznets curve equation,using the panel data regression model to study the effects of local fiscal expenditure on environmental pollution governance.The results show that the reduction of industrial environmental pollutant emissions depends on the increase of local fiscal environmental protection expenditure scale,and the impact of different pollutant emissions has obvious regional differences.On the basis of the theoretical and empirical analysis,from the four aspects of environmental governance services equalization,optimizing the structure of fiscal expenditure on environmental protection,introducing PPP model for environmental governance projects,and the combination of environmental protection financial subsidies and tax incentives,this paper proposes appropriate policy recommendations of local fiscal expenditure to promote environmental pollution governance.
