Research On The Haze Governance Policy Of Zhengzhou City

Zhengzhou,as one of the national central cities,has made rapid progress in economics and society,while also suffered from haze.The existence of haze has affected citizens a lot.How to eliminate haze has become a challenge for Zhengzhou government.The Fifth Plenary Session of the Eighteenth Party put forward new requirements for green development,Zhengzhou has issued policies to handle the air problem.This paper takes theoretical research as a starting point,on the basis of field research and data collection,and under the guidance of collaborative governance theory,public product theory and policy process theory,comprehensively uses empirical research,comparative research,and a combination of quantitative analysis and qualitative analysis.Cases and primary data are used as support to conduct in-depth analysis of the haze governance policies of Zhengzhou.In the introduction part,this article first introduces the background and the significance of the research.Afterwards,we reviewed some of the foreign research literature on the legislation and governance model,and discussed and collated domestic literature on the hazards and impacts of smog,policy formulation and implementation,and classification of governance policies.Finally,the research ideas and research methods of this paper are introduced,and the innovation and deficiency are described.The second part mainly elaborates the related concepts and theoretical basis.The article has selected three core concepts of the concept of green development,haze management policy and local government functions,including the definition of the academic community and the definition of the concept in this article.Then briefly expound the theory mainly involved in this article,including collaborative governance theory,public product theory and policy process theory.The third part analyzes the causes of the haze problem in Zhengzhou City.To effectively solve the problem,we must first identify the cause of the problem in order to accurately handle it.The article explained the formation of haze in Zhengzhou from three aspects of natural,economic and social reasons,which facilitates a subsequent rational analysis of policy content and implementation effects.The fourth part is the key chapters of the article.In this part,the smog control policies currently implemented in Zhengzhou are described.The characteristics of the smog control policy are analyzed from the formulation process and the participants,policy tools and policy implementation.In addition,the effectiveness of the implementation of the policy was checked in several dimensions,and the problems in the content and implementation of the haze governance policy in Zhengzhou City were analyzed.The fifth part draws on the excellent case study of foreign smog control.This section describes the haze management process in London,United Kingdom,Los Angeles,Tokyo,Japan,and Ruhr,Germany.It selects the outstanding experience characteristics of each case and summarizes them to facilitate the adoption of the haze governance policy in Zhengzhou City.The sixth part is the optimization proposal for the haze governance policy.The countermeasures and suggestions are divided into five parts: regulations and policies,science and technology policies,economic policies,urban layout and industrial policies,and education and public education.The multi-perspective,multi-level,and multi-subjects are the rich content of the governance policies of Zhengzhou City.Make up for omissions.The conclusions and outlook are the summary part of the article.In this part,we continue to emphasize the importance and far-reaching significance of the haze governance policy,and affirm the effectiveness of the governance that has been made so far,and place great hopes on the future governance of haze in Zhengzhou City.
