Judging from the economic situation in recent years,the international oil market situation is hard to predict,and the price of international crude oil is constantly changing.At the same time,the comprehensive reform of China's economic system is deepening,the speed of the development of the market economy is quicker,and the influence of the policy of the oil producing countries,making the current oil industry in the production operation,performance management and other aspects have been seriously challenged.TH oilfield drilling company is an oil engineering technology service company.In order to cope with the current situation of the development of the oil industry,it is necessary to improve the competitiveness of the company,which puts forward higher requirements for the management level of the company.Therefore,this paper constructs a set of performance management system by introducing the balanced scorecard method into the performance management of TH oil field drilling company,so as to improve the management level of the performance of the company.Firstly,the paper introduces the development of Balanced Scorecard as a performance management tool at home and abroad and related theoretical research.At the same time,it expounds the theoretical basis of the performance management and performance management system and the concept,content and characteristics of the balanced scorecard.Then,the basic situation of TH oil field drilling company and the development trend of the oil drilling industry in the company are introduced.The performance appraisal status of the company's performance appraisal organization,performance management and assessment process is emphatically analyzed.The performance appraisal status of the company's performance appraisal organization,performance management and assessment process is emphatically analyzed.Next,the shortcomings of the current performance management of the company are summed up by the method of investigation and interview,and the necessity and feasibility of using the Balanced Scorecard in the performance management system of TH oil field drilling company are analyzed.Afterward,this paper puts forward a solution to the problem of the company,that is,to set up a balanced scorecard based performance management system consistent with the strategic target of TH oilfield drilling company,draw a strategic map according to the strategic environment of the company,and focus on the decomposition of the strategic development target of the company.It also introduces the construction of the Balanced Scorecard performance index system,including the use of analytic hierarchy process to determine the key performance indicators,design the three levels of the Balanced Scorecard of the company,department and individual,and the design company based on the Balanced Scorecard performance management process.Finally,this paper,taking TH oil field drilling company as a case,gives the implementation guarantee of the Balanced Scorecard in practice,including the management layer,the business process layer and the individual level of the staff,so as to expect to be used for reference in the application and implementation of the Balanced Scorecard in the state-owned drilling enterprises.
