Comprehensive budget management has been widely used in the tobacco industry to continuously promote tobacco enterprises to successfully complete various tasks and objectives.However,with the rapid change of the external environment and the increasing competition among enterprises,the existing comprehensive budget management system of Y tobacco company has been difficult to meet the long-term development of the enterprise.The Balanced Scorecard is a scientific and effective management tool and optimization method.It implements comprehensive and balanced management of enterprises according to the four dimensions of finance,customers,internal operation,learning and growth.It can make up for the deficiencies in comprehensive budget management and promote the strategic development of enterprises.By using the methods of literature research,current situation analysis,interview,questionnaire survey and analytic hierarchy process,this paper introduces the Balanced Scorecard to optimize the comprehensive budget management of Y tobacco company,strengthen the company's attention to non-financial indicators,avoid operational risks in management,and improve the level of strategic management.Firstly,this paper analyzes and studies the current situation of Y tobacco company's comprehensive budget preparation,implementation,control and evaluation.Through investigating the problems existing in the company's budget management,combined with the budget related systems and budget implementation,it concludes that the company's budget management is not closely combined with strategic objectives,the budget preparation methods and indicators are single,the budget implementation and control are not in place,the budget is lack of effective supervision The budget evaluation system is not comprehensive,and the necessity of introducing the Balanced Scorecard into the budget management of the company is analyzed.Then the Balanced Scorecard method is introduced to refine and decompose the company's strategic management objectives,and optimize the preparation,implementation and control,assessment and evaluation of comprehensive budget management from four dimensions.At the same time,questionnaire survey and analytic hierarchy process are used to measure the importance of each dimension,and a multi-dimensional budget evaluation system is constructed,which provides scientific optimization ideas and methods for the company to improve comprehensive budget management.Finally,in view of the difficulties encountered in the optimization management,it is proposed that tobacco companies should take four measures to update the budget management system,improve employees' sense of responsibility,strengthen the communication between all levels,and establish the budget data information system,so as to provide guarantee for the smooth application of the Balanced Scorecard.This paper analyzes the current situation of tobacco commercial enterprises,and puts forward systematic optimization measures for each link of budget management according to four dimensions,so as to make the comprehensive budget management more efficient,effectively promote the realization of enterprise strategic objectives,and provide practical reference for the innovative development of budget management in the tobacco industry.
