It is that common sense of the world to reduce the emission of carbon in response to climate change.Urban carbon emissions account for more than 80 percent of total carbon emissions,which is the key to reduce carbon emissions.As one of the high carbon emissions country,our country constructs low carbon city actively.A total of 81 low carbon pilot cities have been set up in three batches.But many of the pilot cities have not met their targets and the construction progress is slow.On the other hand,the construction of low carbon city is staged,with different emphasis at different stages.Grasping the characteristics and emphases of each stage can improve the efficiency of low carbon city construction.The maturity evaluation can help to understand the characteristics of each stage of low carbon city construction and propose the path of improvement for each stage.Therefore,the systematic maturity evaluation of low carbon city construction will help to improve the pertinence of low carbon measures,reduce carbon emission and promote the improvement of China's low carbon city construction.Firstly,this study summarizes the relevant research results of low carbon city construction evaluation,identifies five low carbon city construction elements ofcarbon source and sink,low carbon economy,low carbon facilities,low carbon energy,low carbon management.And the evaluation index system of low carbon city construction is established.Thenthis paper builds a low carbon city construction maturity evaluation modelbased on the project management maturity model.Finally,this study applies low carbon city construction maturity evaluation model to 10 sample cities from 2006 to 2015.We analyze the low carbon city construction maturity of sample cities,and depict the characteristic of each low carbon city construction maturity level.Through the empirical research,the validity of the maturity evaluation model of low carbon city construction is verified.This paper draws the following conclusions: 1)The model consists of the evaluation index system of low carbon city construction maturity and four maturity stages of the initial stage,basic stage,transition stage and optimization stage.And there are five primary indicators,12 secondary indicators,32 tertiary indicators in the evaluation index system.2)By 2015,four of the 10 sample cities are at the basic satge,including Tianjin,Shanghai,Chongqing and Baoding.There are six sample cities at the transition stage,including Beijing,Shenzhen,Xiamen,Hangzhou,Nanchang and Guiyang.No sample cities have reached the optimization stage.And the low carbon city construction performance of all the sample cities has been gradually improved,and there is no regression of maturity stage.3)This paper puts forward a framework to improve low carbon cityconstruction maturity.On the horizontal,the five modules of carbon source and sink,low carbon economy,low carbon facilities,low carbon energy and low carbon management are considered.On the vertical,the goals of each maturity stage are considered,so the path of improvement with different emphases is proposed for each stage of low carbon city construction.Then,according to the maturity stageand development status of each sample city,this paper puts forward some specific suggestions.This study expounds that maturity can be used to reflect the low carbon city construction stage,and this method can be widely used to propose targeted improvement measures for cities at different low carbon stages.Naturally,the construction of low carbon city in China will be improved.
