Study On Legal Issues Of Environmental Protection In Coal Mining In Guizhou

Guizhou Province is located in the southwest of China,with beautiful mountains and rivers,abundant resources,and abundant coal resources.It is an important energy base in China.After Guizhou put forward the "Strong Industrial Province" strategy,coal resources development plays an important role in Guizhou's industry.Natural resources,energy,and environmental protection have always been inseparable themes.As a non-renewable resource,coal will cause many environmental problems in its long-term development and utilization,affecting the harmonious development of social economy and natural environment.Therefore,in the process of coal mine development and construction,Guizhou must fully respect the laws of nature in light of the situation in the country.Investigate the development and utilization of coal resources while implementing the necessary protection of the environment,control its unfavorable factors,and maintain ecological balance.Therefore,it is of great significance to promote the rational development and utilization of coal resources,effectively protect the environment,and coordinate the sustainable development of the economy.This article focuses on the professional perspective of the environment and law.It is summarized and discussed in four parts.The first part is the introduction of the article,which is mainly about the research background,the research significance and the research status at home and abroad.The second part briefly describes the characteristics and distribution of coal resources in Guizhou and the environmental problems caused by coal mining.Guizhou has good geological conditions,and is rich in coal resources and widely distributed.It is mainly concentrated in the western and southwestern provinces of Liupanshui,Zunyi,Zhijin,Nayong,Dafang,Bijie,andother counties.Therefore,Guizhou has three major coal fields,Liupanshui coal field,and Chennai.Coal field and Weibei coalfield.After continuous development,along with economic development,the destruction and pollution of the environment are also becoming increasingly serious.This series of environmental problems may even cause natural disasters.The third part briefly introduces China's current laws and regulations concerning environmental protection in coal mining and Guizhou's environmental protection system for coal mining.At the same time,from the national legal system,combined with the actual situation in Guizhou,find out the deficiencies in Guizhou's laws and regulations on coal mining environmental protection.This part aims to provide realistic evidence for the solution of subsequent problems and the improvement of the legal system.The fourth part,as the key part of this paper,elaborates in detail how to perfect the legal system of environmental protection for coal mining in Guizhou Province,and puts forward corresponding suggestions for the inadequacies of the legal system of environmental protection in coal mining areas.We can establish a sound legal system in China so that the environmental protection department can rely on laws and regulations,and the law must be enforced,so that the environmental protection departments can enforce the law more efficiently,which is conducive to standardizing the production and work of coal mining companies,and has positive significance for environmental protection.This article starts with the author's environmental protection problems in coal mining in Guizhou Province.Based on the professional perspective of environmental law,and on the basis of relevant scholars' research on the legal system of coal mine development and environmental protection in China,this paper analyzes the coal mining in Guizhou Province under the background of the rule of law in China.The status quo of the practice of environmental protection laws and regulations,summed up the problems existing in the laws and regulations for environmental protection of coal mining in Guizhou,and based on the new situation,these problems are perfected.
