The Study On The Impact Of Industrial Structure Change On Ecoefficiency In Yangtze River Economic Zone Urban Agglomeration

The state has a clear positioning for the Yangtze River Economic Belt: with ecological priority and green development as the guideline,promoting the construction of the Yangtze River economic belt has become the “first demonstration zone for civilized development”.However,at this stage,the ecological environment in the urban agglomeration of the Yangtze River Economic Belt highlights should be pay attention to the relationship between the ecological environment and economic development.In 1990 s,the German scholars Schaltegger and Sturm put forward the concept of "ecological efficiency",stressing that in the process of economic growth,environmental pollution must be paid attention,in order to achieve the unification of economic value and environmental benefits.It has been studied that the change of industrial structure is an important factor that affects economic growth and ecological civilization construction.The extent of resource consumption and environmental impact in the process of economic growth depends on the characteristics of various industrial structures that make up the overall economy.In addition,due to economic and policy reasons,there are differences in the degree of changes in industrial structure among urban agglomerations in the Yangtze River economic belt,resulting in different impacts of ecological efficiency of the urban agglomerations and not conducive to the overall protection and governance of the Yangtze River.Therefore,in the urban agglomeration of Yangtze River economic zone,studying the impact of industrial structure changes on ecological efficiency will be conducive to promoting the green development of the Yangtze River economic belt.Based on the panel data of 77 prefecture-level cities in the Yangtze River economic belt from 2006 to 2014,this paper quantitatively analyzes the status quo of industrial structure changes and eco-efficiency in the urban agglomeration in the Yangtze River economic belt,finding that the industrial structure of the urban agglomeration in the Yangtze River economic belt is developing in a highly oriented and rationalized direction,and its ecological efficiency is also rising year by year.However,there are great differences in the development status of the urban agglomerations in the five major urban agglomerations.At the same time,by combing the relevant literature on the changes of industrial structure,ecological efficiency and changes in industrial structure that affect ecological efficiency.This paper argues that the existing researches have seldom systematically analyzed the theoretical mechanism of the impact of industrial structure changes on ecological efficiency and rarely used mathematical models to deduce the relationship between industrial structural changes and ecological efficiency.Therefore,this paper analyzes the theoretical mechanism of industrial structure change affecting eco-efficiency.Combining the C-D production function and cost function with environmental factors,this paper analyzes the mathematical model.Based on the theoretical framework,this paper empirically analyzes the impact of the industrial structure changes on the ecological efficiency in the urban agglomeration in the Yangtze River economic belt by using spatial measurement method.The results show that:(1)on the whole,there is a positive spatial spillover effect in the eco-efficiency of the Yangtze River economic zone,and the industrial structure change has a positive effect on eco-efficiency;The industrial structure change is not only conducive to the improvement of local ecological efficiency,but also to the surrounding area there is a positive spatial spillover effect;The local effect and spatial spillover effect of industrial Structure upgrading on ecological efficiency are more significant than the optimization of industrial structure;In the urban agglomeration,there are spatial spillover effects on the eco-efficiency of the urban agglomeration of the Yangtze River Delta and the Yangtze River Middle Reaches,while the Chengdu-Chongqing urban agglomeration only has local effects,and in the Central Guizhou Urban Agglomeration,the Central Yunnan Urban Agglomeration,the impact of industrial structure change on ecological efficiency is not significant.According to the conclusion of the study and the actual situation of the economic belt in the Yangtze River,it put forward five relevant policy suggestions on enhancing the eco-efficiency of the urban agglomeration in the Yangtze River economic belt.
