| The Yangtze River Economic Belt spans across the three major regions in China.The population and total economic output account for half of the country’s total.It has an important ecological position and huge development potential.As one of the engines of my country’s economic development,the Yangtze River Economic Belt plays an important role in the country’s development strategy.Under the background of comprehensively promoting the high-quality economic and social development of the Yangtze River Economic Belt,its long-standing and severe environmental pollution problems have attracted great attention.Since entering the new era,cities along the Yangtze River Economic Belt have achieved rapid development by virtue of their geographical and resource advantages.The industrial structure has been continuously upgraded,the total economic volume has increased significantly,and the people’s living standards have been continuously improved.However,there are still a series of problems such as the slow progress of industrial structure advancement,the discharge of various pollutants is still higher than the national average,and the environmental carrying capacity is close to the upper limit.How to achieve advanced industrial structure and pollution emission control? I believe that exploring the role of advanced industrial structure in reducing emissions is essential to the realization of the high-quality development strategy of the Yangtze River Economic Belt.Firstly,this article reviews domestic and foreign researches on advanced industrial structure and environmental pollution,and sorts out the theoretical basis and impact mechanism of the impact of industrial structure advancement on pollution emissions in the Yangtze River Economic Belt.Then,the hierarchical coefficient of industrial structure and the height of industrial structure are selected from the"quantity" Measure the advanced level of the industrial structure of the Yangtze River Economic Belt from the perspectives of " quantity " and "quality",use the per capita"three industrial wastes" indicator to measure pollution emissions,analyze the"quantitative" industrial structure advanced,"quality" industrial structure advanced and per capita" The characteristics of the temporal and spatial evolution of the“industrial three wastes” emission status;finally,a dynamic panel model is designed,and on this basis,regional dummy variables are set to investigate the difference between the upper,middle and lower reaches of the Yangtze River Economic Belt,and to empirically study the impact of the advanced industrial structure of the Yangtze River Economic Belt on pollution emissions.The characteristics of the advanced industrial structure and the temporal and spatial evolution of pollution emissions show that:(1)The industrial structure level coefficient of the Yangtze River Economic Belt showed a slow increase from 2005 to2010,and then the growth rate from 2011 to 2016 accelerated,and then to 2016-2018.The evolution process of "inverted V-shaped" after increasing and decreasing.This shows that the advanced level of the "quantitative" industrial structure in the Yangtze River Economic Belt has shown a long-term upward trend.The cities that are at the forefront of the advanced level of the "quantitative" industrial structure are: Shanghai,Zhangjiajie,Hangzhou,Nanjing,and Wenzhou.(2)The height of the industrial structure of the Yangtze River Economic Belt has grown steadily since 2005,and gradually accelerated until 2018.This shows that the advanced level of the "quality-oriented" industrial structure in the Yangtze River Economic Belt is generally accelerating and deepening.The cities that are at the forefront of the advanced level of the "quality-based" industrial structure are Wuxi,Suzhou,Nanjing,Changzhou,and Shanghai.(3)The per capita industrial waste water and sulfur dioxide emissions in the Yangtze River Economic Belt generally show a fluctuating downward trend,while the changes in per capita industrial smoke and dust emissions show an overall fluctuating trend.From the perspective of different cities,Anshun,Suizhou,Bazhong,Suining,Nanchong and other cities have relatively low levels of pollution emissions.The measurement results show that:(1)The industrial “three wastes” emissions per capita in each region of the Yangtze River Economic Belt have time inertia to a large extent,and they are more obviously impacted by their past emissions.The discharge status of industrial waste water and industrial sulfur dioxide is difficult to improve in a short period of time,while industrial smoke and dust show strong self-purification ability.(2)The hierarchical coefficient of the industrial structure has a significant negative impact on industrial "three wastes" pollution emissions,indicating that the advanced "quantitative" industrial structure will effectively curb industrial "three wastes" pollution emissions.(3)The height of the industrial structure has a significant negative impact on industrial wastewater and industrial sulfur dioxide emissions,and has a positive impact on industrial smoke and dust emissions.This shows that the advanced "quality-based" industrial structure has suppressed the emissions of industrial wastewater and industrial sulfur dioxide,but the promotion of industrial smoke and dust emissions is worthy of attention.(4)From a regional perspective,there are significant differences in pollution emissions among the upper,middle and lower reaches of the Yangtze River Economic Belt.Both upstream and midstream regions are significantly more efficient in suppressing industrial "three wastes" pollution emissions than downstream regions.(5)The impact of control variables on various types of pollution emissions is different.Economic growth,opening to the outside world and fiscal expenditures have promoted the discharge of pollutants.Technological innovation has suppressed pollution emissions and is conducive to the improvement of the environmental quality of the Yangtze River Economic Belt.The increase in investment in fixed assets has inhibited the discharge of industrial wastewater,but has led to a continuous increase in industrial sulfur dioxide and industrial smoke and dust emissions.Finally,the author combed the conclusions one by one,and referred to previous research,and put forward the following policy enlightenment in a targeted manner:guiding the shift of industrial focus,accelerating the development of the tertiary industry,accelerating the internal adjustment of the industry,promoting the improvement of industrial labor productivity,improving technological research and development capabilities,and cultivating technological innovation Talents,so as to help the realization of high-quality economic development in the Yangtze River Economic Belt. |
