At present,with the transformation and upgrading of industrial structure in China,the domestic economic growth rate is slowing,resulting in a sharp decline in power demand.At the same time,from the energy production and consumption,technology and institutional revolution,and the new ideas of international cooperation,the impact of the environmental situation,so that the power industry,the pollution emitters under the double pressure of environmental governance and global warming,need to deepen the reform.Under such circumstances,how to make China's electric power development conform to the current economic development situation,while safeguarding the economic construction,can also solve the problem of environmental pollution,achieving clean,efficient and sustainable development is particularly important.Aiming at the engineering characteristics and pollution characteristics of the newly-built large-scale coal-fired power plant,the possible environmental impact of the project after the project is effectively evaluated,and the feasible pollution countermeasures can be put forward,which can provide practical scientific basis for the overall coordination and coordination to solve a series of primary contradictions and difficulties faced by China's power development and energy supply.Therefore,the electric power planning in China should adapt to the new normal,establish the planning concept of system coordination,fundamentally change the idea of expanding the scale to meet the power demand,rationally plan a variety of power generation and transmission and transmission capacity,to achieve safety supply in cleaner,efficient and sustainable development.From the perspective of environmental impact assessment of coal-fired power plant,this paper analyzes the research status of environmental impact assessment of coal-fired power plant from the evaluation system,evaluation method and evaluation basis,and summarizes the research content and technical route of this paper.Secondly,it analyzes the related theory of coal power plant environmental impact assessment,environmental impact assessment related literature,environmental protection standard system and environmental protection industry related policies and regulations,from the environmental impact assessment of natural environmental factors,social environment factors,enterprise own factors three aspects,using analytic hierarchy process analysis,obtains the target layer,standard layer and scheme layer,altogether 15 evaluation indicators,combined with the construction principle,constructs the power plant environmental environmental impact assessment index system,and uses the Delphi method to determine the weight coefficient of each index.Thirdly,on the basis of environmental impact assessment index system,the fuzzy comprehensive estimate model is established,and this steps of fuzzy evaluation are given.Finally,through the evaluation of the environmental impact of the new project of SF power plant,it is concluded that the new project of SF power plant has perfect environmental protection system,appropriate measures,excellent results,from this environmental impact assessment results show that SF power plant commissioning is very necessary and feasible.The establishment standard of environmental impact assessment model is not always,it will change according to the progress of technology and the change of environmental quality.Therefore,this paper puts forward the corresponding control measures for the new project environmental protection system of the SF power plant,and has reference for the establishment and strengthening of the new thermal power project environmental protection system,which has the guidance function to the future construction thermal power plant life cycle comprehensive benefits maximization,and has the future competitive power plant.
