Study On System Concerning Strategy Environmental Impact Assessment In China

Environmental protection and control,being a very long-term course,involves in general management with scientific methods in various areas,such as technology,system and policy.Environmental impact assessment is an indispensable system in promoting the environmental protection and control,making environmental protection be more scientific and democratized.Strategy environmental impact assessment is the highest expressive form of environmental impact assessment,which inserts environmental factors into strategy formulation.In addition,it minimizes the damages to environment for implementing strategy in the future,being an essential scientific measure that realizes the goal of environmental sustainability while sound economic development comes true.Currently,the strategy environmental impact assessment in our country is still in legislative gap.Only with continuous improvement in legislation concerning it,can a scientific strategy environmental impact assessment system be established,which not only reduce environmental problems at its source,but also increase the environmental quality.This paper will analyze the implementation of environmental impact assessment in our country and its bad impacts for lacking of it,and draw on foreign successful experience of the development of the system in different models to put forward reasonable advices in legal dimensions about implementing it in the future.This paper can be divided into four parts.The first part analyzes the implementation of environmental impact assessment and offers a contrast in three aspects,project environmental impact assessment,planning environmental impact assessment and strategy environmental impact assessment separately.Moreover,the paper introduces the research status of strategy environmental impact assessment at home and abroad and the purpose of the paper's research.The second part explains research results,pilot works in the aspect of strategy environmental impact assessment currently and analyzes them,summarizing the necessity and meaning of implementing the system of national economic planning environmental impact assessment.The third part analyzes representative national system models and features aiming at the system of strategy environmental impact assessment,and finds good examples for developing it in our country.The fourth part combines with previous problems and takes representative assessment in the national economic planning environmental impact assessment as an example to propose suggestions to strengthen the legislation of strategy environmental impact assessment in our country.
