| In recent years,the environment of China is deteriorating and its resources are becoming increasingly insufficient.In order to improve the environment and protect resources,the government has urgently issued the New Environmental Protection Law” and has adopted a series of measures,such as the Ministry Reform and the monitoring of environmental protection agencies under the provincial level,Supervision of law enforcement vertical management and other reform measures.Although this series of reforms for the environmental protection departments is a major innovation,enhancing the impartiality of environmental monitoring and law enforcement,it also brings many serious problems to the allocation of human resources in the primary environmental protection departments in China.As the main body for maintaining the ecological environment of resources and resources,the grassroots environmental protection departments bear the most basic and major responsibilities,and they also play the most direct and significant role in protecting the environment.The human resources are an important force in the implementation of the environmental protection work,the reasonable configuration is a key factor to ensure and strengthen environmental protection work carried out,will not seriously affect the reasonable allocation of the environmental protection department work efficiency,thereby affecting the progress of environmental protection in china.Therefore,how to deal with the challenges brought about by the great reform and optimize the allocation of human resources is the key problem to be solved in the process of environmental protection work in the basic environmental protection departments.This research aims to theoretically analyze and explain the basis of field research to understand the status quo of the human resources allocation at the grassroots environmental protection department,analyze its human resource allocation problems and the causes of the problems,and then based on the theoretical basis to build personnel suitable for grassroots environmental protection staffing.Based on the post matching model,and based on this,a targeted human resource optimization configuration scheme is designed.Finally,relevant suggestions are made based on the optimized configuration scheme in order to help improve the overall quality of human resources at the grassroots environmental protection department and their work efficiency.The strength of cooperation has prompted the successful implementation of China’s environmental protection work.This thesis is divided into six chapters.The first chapter is the introduction,which mainly introduces the research background,the purpose and significance of the study,the current research status at home and abroad,the main research contents and methods,research ideas and innovation points.The second chapter is the relevant theoretical basis,which mainly defines the main concept of human resources and human resources optimization,and expounds the theory of person-post matching,Pareto optimal theory and contingent theory.The third chapter is the analysis of the current situation of the human resources allocation of the grassroots environmental protection department,mainly through research,from the characteristics of the environmental protection industry,the basic situation of the A grassroots environmental protection department,human resources and configuration status and configuration requirements,the problem of resource allocation and the cause of the problem are analyzed.The fourth chapter is the construction and application of the post matching model for the A grassroots environmental protection department.It mainly constructs the post matching model for the grassroots environmental protection department from three aspects: “defining the post,knowing people,and adapting”,and provides a method reference for the post-optimization configuration design.The fifth chapter is the grassroots environmental protection department’s human resources optimization configuration plan,which mainly focuses on optimizing the configuration principles,configuration procedures and models,and special environmental contingency plans,and puts forward relevant guarantee proposals around the optimal allocation plan.The last chapter is the summary and prospect,mainly analyzes and summarizes the research conclusions,limitations and future research prospects. |
