Xuzhou National Security Science and Technology Industrial Park is the first national safety industry demonstration park,which is approved by the State Administration of Work Safety and the Ministry of Industry and Information Technology.The park was founded in 2010,it was in large measure fuelled by Xuzhou High-tech Zone,China Academy of Security Science and Technology,China University of Mining and Technology and other units.It has formed Equipment manufacturing and system integration industry chain,which embodies mining safety,fire safety,hazardous chemicals safety,public safety and home safety.Its industrial development framework of ?three centers,one base? has been implemented,includes Security Science and Technology Research and Development Center,Safety equipment and technical trading center,Safety Supervision Big data center and Safety equipment production base.Relying on the foundation of equipment production industry of Xuzhou High-tech Zone and the research strengths of China University of Mining and Technology,Xuzhou National Security Science and Technology Industrial Park spares no effort to prompt collaborative innovation of Security Science and technology and explore market-orientation operation and management.Consequently,it has created a number of techniques of the public safety and social governance,which provides a practical sample for national ministries to prompt the development of safety industry.Therefore,this paper,which takes Xuzhou National Security Science and Technology Industrial Park as a case study and according to the construction history of the park and its current situation,advocates the existing problems of the government guiding in park construction,research and analysis on the construction regarding to Security Science and Technology Industrial Park in other parts of China,and draws the conclusion.First of all,it refers to advanced planning and design of the park,which means energetically use pilot policies,innovate industry support mechanism,in order to in large measure impel the development path of Security Science and Technology Industrial Park.Secondly,the analysis,bases on the science and technology work in the park leading development paths,states that science and technology innovation is the most powerful fuel to facilitate sustainable development of the park,and the only avenue to enhance the core competitiveness of Industry in the park.Furthermore,it analyzes the impact on leading enterprises.The leading enterprises,which prompt industrial chains to gather,facilitate the industry to trend toward the development of high-end section.In other words,it argues the relationship between the government administrative service and market operation,which emphasizes the effect of resource integration and collaborative innovation.Finally,social capital and other units are encouraged to participate in it,in order to form a cooperation mechanism for multi-participation,benefit sharing and risk sharing.
